What we are looking for

The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategical individual to take up the role of Grants and Partnerships Manager for Colombia, Ecuador and Panama who will have the responsibility to provide essential grants management support and strategic leadership and technical support on partnerships with local and international actors, to deliver quality programmes in line with NRC’s Country Strategy, PCM and the operation’s Plan of Action.

The Grants & Partnerships Manager will contribute to achieving quality programming by ensuring effective grants management including, compliance requirements, reporting, timely and quality proposal development, and internal and external communication. S/he also supports donor communication by ensuring effective channels of internal and external communications relating to grants are established and respected. The Grants & Partnerships Manager also supports the identification of funding opportunities as required.

What you will do

1. Develop and maintain overview of all grants, partnership contracts, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents and updating of tools, including the Grants Tracker and the Major Projects Tracker
2. Lead the process of developing concept notes, proposals, and reports (donors and internal reports) in close collaboration with Programme Specialists, Programme and Monitoring and Evaluation teams, and Finance to ensure accurate, transparent and timely delivery of narrative and financial documents, in line with NRC PCM framework.
3. Be updated on donor priorities, track and share relevant calls for proposals.
4. Document, analyse and share learning on proposal development and reporting processes, as well as on compliance with donor rules and regulations.
5. Contribute to continuously improving internal grant management and partnerships systems, including through the development and/or updating of relevant SOPs and tools.
6. Ensure a harmonised approach to partnerships among NRC Colombia/Panama/Ecuador programme response and NRC partners in line with NRC policy, guidance notes and toolkits, including learning across units and areas.

What you will bring

• Minimum 4 years of experience from a grants and/or partnerships management position in a humanitarian/recovery context
• Post-Graduate Degree in Social Sciences, Business Administration, Finance and Accounting;
• Experience working with humanitarian and development donors, implementing partners and consortia
• Detail oriented and strong organizational skills, Strong communication, coordination and interpersonal skills. Ability to mediate in high-stress scenarios with competing interest
• Fluency in English and Spanish, both written and verbal;
• Knowledge of the context in Latin America preferred
• Previous experience coordinating/managing teams;
• Experience working with local actors (civil society, community-based, academia, private sector)
• Strong analytical skills (data and financial); Proficiency in the use of Word and Excel;
• Good knowledge of humanitarian donor guidelines and procedures
• Documented skills in formulation of project proposals and reports

In Colombia we help internally displaced people in hard-to-reach areas where authorities struggle to protect civilians and provide help. Despite the ongoing conflict, we also contribute to the process of reintegration of former combatants into civilian life and promote reconciliation processes in territories affected by violence. We also help Colombians in need of international protection in Ecuador and Panama.

NRC has delivered humanitarian and protection assistance to vulnerable populations in Latin America for the past two decades. We have teams in the areas of education, information, counselling and legal assistance (ICLA), livelihoods and food security, protection, shelter and settlements and water, sanitation and hygiene (WASH). NRC provides services and assistance to vulnerable populations affected by conflict, internal displacement and the crisis in Venezuela in three area offices in Colombia (Northeast, West and Centre, as well as a Rapid Response Unit), as well as in Ecuador and Panama. NRC works in collaboration with various other stakeholders, including local, national, and international organizations.

In Colombia, Ecuador and Panama, NRC currently holds 27 different grants for a total annual budget of around 30 million USD. NRC works with a range of institutional and private donors including BHA, ECHO, NMFA, SIDA, SDC, UNHCR, WFP, UNICEF, the Norwegian Embassy, the Colombian Ministry of Education and the Hilton Foundation.

NRC is currently part of 4 consortia with INGO partners, leading two of these. NRC works with several local partners; in 2024, NRC expects to be working with at least 5 implementing partners who will be receiving funds from NRC and sign sub-grant agreements with NRC. In addition, NRC has around 20 other partners we sign MoUs with, some of whom also receive funding and/or in-kind support from us.
