Grants and Procurement Manager, Sahel

ACDI/VOCA is seeking a Grants and Procurement Manager for an upcoming Regional Resilience Activity in the Sahel region – Burkina Faso, Chad, The Gambia, and Mauritania – funded by USAID. The anticipated program seeks to expand resilience in the Sahel, improving the ability of individuals, households, and communities to mitigate, adapt to, and recover from perennial shocks and stresses.

The Grants and Procurement Manager will be responsible for the grants-related procurement, subcontracting, and grant processes. They will oversee all procurement processes, maintaining compliance with organizational policies and donor regulations, and fostering strong relationships with suppliers and partners. The program is anticipated to start in 2025 and this position will be based in

Responsibilities

  • Work with technical team to identify potential activities and grantees that meet program objectives
  • Prepare grant solicitations, proposal and budget guidelines, and grant funding instructions and procedures and coordinate grantee selection process
  • Develop and implement procurement plans and strategies in line with program objectives and budgetary constraints
  • Manage the full procurement cycle, including solicitation, evaluation, award, and contract management
  • Establish detailed systems and procedures for management of grants activities, including the preparation of grant agreement templates and other compliance-related documents related to the solicitation, review, and approval of grant requests, as well as the monitoring and close out of grant awards
  • Collaborate closely with program staff to identify procurement needs and provide guidance on best practices and procedures
  • Develop grant budgets, prepare cash forecasts, and monitor grant expenditures
  • Administer all local grants and subawards including provision of technical oversight on award management and performance monitoring
  • Build and maintain strong relationships with suppliers, fostering a transparent and competitive environment
  • Provide technical assistance and capacity building to program staff and partners on procurement and grant related matters

Qualifications

  • Bachelor’s degree in international development, business, economics, or relevant field is required; master’s degree is desired.
  • Minimum 7 years of experience in a senior level grants/finance position at an international development organization.
  • Knowledge of and experience with USAID’s rules and regulations, and with current standards and guidelines regarding grants is preferred.
  • Excellent communication and interpersonal skills, with the ability to build effective relationships with diverse stakeholders.
  • Experience working in Burkina Faso preferred.
  • Fluency in French required; English strongly preferred.
