Grants and Subawards Manager, Ecuador

ACDI/VOCA is seeking a Grants Manager for an upcoming Climate Change Mitigation through Sustainable Land Use Activity in Ecuador funded by USAID. The anticipated program will promote sustainable livelihoods and advance natural climate solutions in areas affected by deforestation and land degradation through greenhouse gas (GHG) emissions reduction and mitigation efforts.

The Grants and Subawards Manager will be responsible for the grants-related procurement, subaward and grant processes and will monitor all grant and subaward implementation activities to ensure compliance with ACDI/VOCA and donor guidelines and budget. The program is anticipated to start in 2025 and this position will be based in Ecuador.

Responsibilities

  • Develop and manage the grants and subawards portfolio
  • Work with technical team to identify potential activities and grantees that meet program objectives
  • Prepare grant solicitations and call for applications, proposal and budget guidelines, and grant funding instructions and procedures and coordinate grantee selection process
  • Establish detailed systems and procedures for management of grants activities, including the preparation of grant agreement templates and other compliance-related documents related to the solicitation, review, and approval of grant requests, as well as the monitoring and close out of grant awards
  • Develop grant budgets, prepare cash forecasts, and monitor grant expenditures
  • Administer all local grants and subawards including provision of technical oversight on award management and performance monitoring
  • Conduct mandatory training for all grantees/subawardees regarding financial and technical reporting requirements
  • Prepare due diligence reports for each selected applicant
  • Conduct grantee/subawardee site visits as appropriate with the technical and the monitoring, evaluation and learning (MEL) team

Qualifications

  • Bachelor’s degree in international development, business, economics, or relevant field is required; master’s degree is desired.
  • Minimum 7 years of progressively responsible experience in a senior level finance and/or grants position at an international development organization.
  • Knowledge of and experience with USAID’s rules and regulations, and with current standards and guidelines regarding grants is preferred.
  • Experience in institutional strengthening required and of working with rural communities preferred.
  • Experience working in Ecuador is required.
  • Fluency in English and Spanish is required.
