The Center for Strategic and International Studies (CSIS) is a non-profit, bipartisan public policy organization established in 1962 to provide strategic insights and practical policy solutions to decision makers concerned with global security and prosperity. Over the years, it has grown to be one of the largest organizations of its kind, with a staff of some 200 employees, including more than 120 analysts working to address the changing dynamics of international security across the globe.
The Grants and Contracts Manager is an integral member of the Office of Finance & Accounting which has financial oversight of all grants, contracts, cooperative agreements, sub-agreements and subawards for CSIS. The Grants and Contracts Manager is responsible for the day-to-day coordination of the organization’s financial management of its grant and contract awards. The Manager performs full cradle-to-grave management of a portfolio of awards from various donors including the US Government (USG), ensures regulatory compliance and enforces CSIS’s policies and procedures.
In addition to prime award management, s/he will collaborate across CSIS to support the business development process with solicitation review and proposal budget development as well as timely award processing, financial reporting, assist with monitoring accurate spending against approved budgets, and compliance with funder requirements and applicable regulations. The Manager brings a detail-oriented approach to managing competing priorities and deadlines; and drives exceptional coordination across cross-functional teams in a dynamic, collaborative, and mission-based environment.
The minimum annual salary for this position is $100,000.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Essential functions may include, but are not limited to the following:
Federal awards:
• Performs prime and sub-award administration and management functions for federal awards including timely submission of compliance requirements for federal awards.
• Coordinates new award and award modification internal reviews and facilitates and leads the award handover process and meetings with project implementation teams.
• Administers sub-awards, assists with the pre-subaward assessment process and documentation; review sub-award drafts, modifications, monitoring plans, deliverables, and closeout process.
• Supports business development activities including identifying federal bid opportunities, preparation of contractual documents, reviewing solicitations and bid requirements, drafting terms and conditions, and reviewing proposals for compliance and processing proposal submissions.
• Provides guidance and support regarding compliance with agreement terms and conditions and donor requirements throughout life of award and subaward.
• Provides support on audits and agreed-upon-procedures as needed, reviewing documentation and drafting responses to audit questions.
All Awards:
• Review all incoming grant, contract and MOU agreements for their financial requirements to provide advice on their application, feasibility, and practical implementation.
• Assist with developing and reviewing proposal budgets and follow-up financial requests from donors.
• Work with programs to ensure that they understand and comply with funders’ terms and conditions as set out in agreements.
• Lead and manage the maintenance of financial documents for funding agreements (Master Grant Tracker, Disbursement Schedules, Disbursement Requests, Financial reports and other grant and contract specific files) and help build strong internal grant and contract processes
• Ensure that grant, contract, and MOU trackers and files are up to date and properly maintained for portfolio projects.
• Serves as a point of contact with donors and corresponds as necessary
• Provides timely and accurate financial reports for donors as needed
• Assists with the development and maintenance of contractual templates, policies, procedures, manuals and other materials as needed.
• Keep abreast of accounting pronouncements and industry best practices with respect to revenue recognition and grant financial reporting for not-for-profits; Pursue additional training in grant management requirements/regulations, as needed; Perform administrative tasks (information management, maintenance of financial aspects of grant files, document destruction, etc.) as needed
KNOWLEDGE, EDUCATION, AND EXPERIENCE:
• A bachelor’s degree or equivalent, through a combination of education, training, and/or experience, plus four years of related experience
• Detailed knowledge of Uniformed Guidance (2_CFR_200) regulations.
• Experience negotiating, awarding and administering federal grants and contracts; and ability to draft and negotiate various contracts, sub-awards and other business agreements.
• Experience in a non-profit organization
• Excellent oral and written communication skills and the ability to present to groups.
• Ability to effectively manage a variety of internal and external relationships.
• Self-starter with ability to take initiative, work independently and be a strong contributor to a team.
• A positive can-do attitude with the ability to adapt to changing business needs.
