Qatar is a founding member of GGGI. GGI operations in Qatar started in 2022, hosted by the Ministry of Climate Change and Environment (MECC) where GGGI staff is embedded. GGGI has been working with the Government of Qatar in implementing projects on key priority areas including the Measurement, Reporting, and Verification (MRV) System Development, Qatar Green Growth Pathway, Climate Adaptation Planning, Circular Economy Promotion, and Capacity Building and International Cooperation. GGGI also has mobilized funding from the Qatar Fund For Development (QFFD) to finance projects in other regions.

Under the supervision of the Qatar Country Representative and the Program Lead, the Green Growth Project Officer will be responsible for the day-to-day implementation of the projects and activities of the GGGI-MECC Cooperation Program. The Green Growth Project Officer will also support stakeholder engagement and resource mobilization in Qatar and beyond. The Officer is expected to provide technical support internally as well as to relevant government counterparts, doing analytical work, project management, and stakeholder engagement covering the key work streams on climate change adaptation, circular economy, capacity building, and the like.

POSITION SUMMARY

The Green Growth Project Officer is to be based in GGGI Doha Office in MECC – will be responsible for providing technical inputs to the development, delivery, and assessment of work programs; organizing activities across green growth planning, capacity building and country-specific knowledge development for effective result delivery of the work plan; maintaining effective program reporting and communication internally and externally in line with GGGI corporate policies, standards and protocols.

PURPOSE

The Green Growth Project Officer – who will report to the Qatar Country Representative and the Program Lead while working with staff, consultants, and government counterparts – shall perform the following tasks:

  • Lead the delivery of certain outputs under the work streams of the MECC-GGGI Cooperation Program. Key areas of focus include climate change adaptation, circular economy, capacity development, green growth strategy development, enhancement of the Nationally Determined Contributions (NDC), and the like.
  • Provide technical support to partner governments on policy issues on green growth and sustainable development in line with national priorities and international practices.
  • Analyze country context and evolving green growth needs and priorities and integrate them into the design and implementation of country programs and activities.
  • Carry out results reporting and communication of program activities internally and externally.
  • Support resource mobilization and business development activities including scoping research, proposal writing, client needs analysis, early intelligence on future demand in the international development market.
  • Support the formulation/revision of a multi-year work plan in consultation with MECC and other relevant stakeholders.
  • Draft the terms of reference for consultants, as required; oversee the delivery of outputs by consultants to ensure quality and timely delivery.
  • Contribute to the development of GGGI’s work program and budget, monitoring and evaluation, learning and development, and strategy development.
  • Support GGGI’s regional expansion activities in the Middle East and North Africa (MENA) region.
  • Perform other duties as assigned.

ENGAGEMENT

  • In coordination with the staff of GGGI Qatar Office, the role will entail working with consultants and staff to deliver high-quality outputs.
  • Will serve as a focal point for key outputs and work streams and work closely with relevant MECC units and key government and private sector partners in designing and implementation projects, recognizing the importance of government buy-in and ownership in the implementation of all activities through collaboration and program integration.
  • Engage with relevant stakeholders in the country and internationally to enable data collection and facilitate effective stakeholder consultation process for the projects.
  • Design and organize capacity building and knowledge sharing activities on key topics; mobilize appropriate resource persons and serve as trainer/resource person as necessary.
  • Collaborate with other country teams, units and divisions including Community of Practice groups of GGGI to ensure integrated delivery as “One GGGI”.
  • Maintain good professional relations and practice utmost flexibility with partner governments and other key stakeholders to respond to their changing needs and expectations.
  • Explore opportunities for further engagement in the national and regional context.

 

DELIVERY

  • Lead the delivery of assigned outputs under work plan, which may include, but not limited to, knowledge products, technical reports, capacity building events, research analysis, and the like covering key topics such as climate change adaptation, circular economy, capacity development, green growth strategy development, etc.
  • Identify project delivery issues and ensure effective coordination of project activities and resources to ensure attainment of objectives against established timeframes.
  • Organize program activities including policy consultation and validation meetings and workshops, capacity building programs.
  • Develop project execution modality and documents across the project management cycle.
  • Perform data collection and analyses to build and maintain country-specific knowledge base.
  • Develop result reporting of program activities and facilitate internal and external communications.
  • Capture lessons learned in project management to support refinement/improvement of existing policies and procedures.
  • Analyze country contexts and evolving green growth needs and priorities and integrate them into the design and implementation of country program plans and activities.
  • Support the delivery of outputs in other work streams as needed.

 

REQUIREMENTS

QUALIFICATIONS

  • Postgraduate degree in relevant green growth disciplines such as development studies, public policy, environmental science, engineering, economics, and the like.
  • Minimum of 5 to 7 years of experience with a demonstrated track record in doing technical research and analytical work, project management, policy advisory, stakeholder engagement, and capacity building. A minimum of 2 years of international experience
    (living and working outside of home country) is required, preferably in the Gulf or Middle East.
  • Flexibility and versatility in demonstrating strong technical knowledge in multiple areas related to green growth such as climate change adaptation, circular economy, green growth strategy development, and capacity development, and of sectoral issues and policy and regulatory approaches in the Gulf region.
  • Key functional requirements include exceptional drafting skills; presentation skills; visualization skills; project management and capacity building; stakeholder engagement; and communication and outreach.
  • Ability to work effectively with multi-cultural and multi-disciplinary teams.
  • Experience in project monitoring, evaluation, and reporting.
  • An excellent command of spoken and written English; proficiency in Arabic is a big advantage.
  • Experience working with international organizations is highly desirable.
  • Ability and willingness to work in a flexible and agile manner in a multicultural environment and deliver according to the demand of the program.

FUNCTIONAL

  • Ability to draw and apply best practices and research for policy formulation and implementation.
  • Ability to shape and conduct/lead quantitative and qualitative research and analysis for policy and planning.
  • Ability to communicate complex concepts in simple effective way to policymakers and general audience, strong writing skills on topics relevant to green growth and sustainability.
  • Ability to work independently with a high degree of professional integrity and a team player in an international setting.
  • Ability to deliver expected outputs on time, effectively communicate with and listen to others, and coordinate across an organization and with external partners.
  • Willing to contribute to other activities of the Program as the need arises.
  • Willingness and ability to travel as needed (occasional).
  • Ability to navigate the complexities of data mining and come up with robust analysis in a data-scarce environment.
  • Ability to deliver very good quality presentation materials in a short period of time is important.
  • Ability to explain highly complex concepts in easily understandable language.

WORKING CONDITIONS

The Green Growth Project Officer is an X8, international grade level in GGGI’s salary scale. For X8 International grade, the base salary starts from USD 64,920. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
