In Jordan, GGGI serves as an embedded strategic and technical advisor to the Government of Jordan, supporting the Ministry of Environment and other national institutions (line ministries, municipalities, and national finance institutions) with enhancing access to climate finance and achieving implementation of the Green Growth National Action Plan (GG-NAP) and Nationally Determined Contribution (NDCs). To achieve this objective, GGGI is currently implementing a technical assistance project around sustainable green job creation.
The “Creating sustainable green jobs for refugees and host communities through the green economy in Jordan” Project, hereafter “the Project”, aims to stimulate the creation of green jobs, particularly for Jordanian and refugee women and youth. GGGI is working in partnership with the Ministry of Environment and the Korean International Cooperation Agency (KOICA) to deliver the project during the period 2023-2026. The Ministry of Labor, as well as the local governments of four municipalities (Amman, Mafraq, Irbid, and Zarqa), are key implementation partners. The aim of the project is to establish a green employment ecosystem in Jordan through the following three outcomes:
- Provide evidence of the economic and environmental benefits of green employment to enable a green employment environment in Jordan;
- Enhance job seekers’ employability in green sectors through skill development and increased climate change awareness (especially women and youth); and,
- Establish green business incubation & acceleration on/offline programs for green entrepreneurs / green startups for green entrepreneurs/green startups.
The project focuses on improving the enabling policy environment and increasing the green employability of job seekers and supporting the creation of innovative sustainable environmental businesses. The project leverages Jordan’s growing entrepreneurship and innovation ecosystem to enhance access to green jobs and to environmental services. It is rolling out a comprehensive green employment skill training program and green business incubation and acceleration program, with anticipated long-term impacts on innovation, green enterprise development, and green job creation.
POSITION SUMMARY
The Green Skills & Jobs Officer will report to the JO11 Project Manager. The Green Skills & Jobs Officer will contribute to the achievement of Outcomes 1 and 2 of the Project, focusing on building the research base and supporting the development of knowledge products, and enhancing job seekers’ employability through green skills training.
PURPOSE
- Contribute to various knowledge products developed through the project, including publication of the Green Employment Report and Green Employment National Action Plan, as well as additional research pieces and policy briefs.
- Support delivery of project activities and outputs under Outcomes 1 and 2.
- Contribute to project stakeholder engagement and project monitoring, evaluation and reporting.
- Contribute to green employment resource mobilization efforts.
- Build and maintain relationships with stakeholders and provide regular.
- Provide additional support to the Project Manager and wider project team as required.
ENGAGEMENT
- Engage closely in the Green Employment National Action Plan stakeholders and consultations.
- Work closely with the wider project team to deliver day-to-day project activities and contribute to monitoring and regular reporting.
- Coordinate with consortium partners and delivery partners.
- Develop relationships and partnerships with government, development partners, donors, and private sector entities involved in green entrepreneurship to facilitate the implementation of project activities.
- Coordinate other GGGI departments (including procurement, finance, and HR) to ensure high-quality delivery within the rules and regulations of GGGI.
- Work with the wider country team and contribute to the development of new project ideas, proposals, knowledge products, and resource mobilization efforts.
DELIVERY
- Contribute to knowledge product development, including research, analysis, writing, and validation.
- Organize and participate in a series of consultations with a wide range of stakeholders on the development of the Green Employment National Action Plan.
- Coordinate the delivery of green skills training programs, including working closely with implementing and partner organizations for the development and implementation of relevant activities.
- Undertake regular field monitoring visits and support project M&E data collection and analysis.
- Provide consistent, high-quality technical expertise on green employment and green skills to the project team and partners. Ensure that technical and project activities align with international best practices.
- Support in the development of monthly, quarterly, and annual project reports with the relevant information on a timely basis as required by GGGI Online and donors.
- Support resource mobilization efforts for the scale-up, replication and development of new innovative green jobs ideas, including contributions to project concepts and proposals and donor engagement.
REQUIREMENTS
QUALIFICATIONS
- The ideal candidate should demonstrate the following qualifications:
- Advanced degree in environmental science, economics, development studies, sustainable development or related areas is required.
- At least 5 years of relevant professional experience related to research and knowledge product development, including in relation to green economy, labor markets, employment, and skills development.
- A proven track record in (co-)authoring high-quality publications is essential.
- Strong understanding of the Jordan labor market and green skills and employment ecosystem and stakeholders involved.
- Exceptional analytical and problem-solving skills, experience undertaking research, conducting qualitative and quantitative analyses, and report writing.
- Experience in project delivery, coordination, and stakeholder engagement.
- Proven experience in resource mobilization would be an asset.
- Good interpersonal skills and ability to work collaboratively with colleagues from diverse cultural backgrounds.
- Outstanding written and spoken English communication skills.

- Calm, diplomatic, positive, able to effectively work under pressure in a challenging context with a diverse and dispersed set of stakeholders.
- Occasional time/schedule flexibility to interact with colleagues in other time zones (MENA/HQ in Seoul, Korea).

WORKING CONDITIONS
The Green Skills & Jobs Officer is an X8 grade level in GGGI’s Country salary scale. Determination of base salary is subject to the candidate’s experience, academic background, and internal equity.
GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
