Contract Information

US$ 92,731 net per annum, plus post adjustment (currently US$ 74,184). Salary is free of income tax in the United Kingdom

Salary Information

Fixed-term for two years (first year is probationary) with the possibility of further extension, subject to satisfactory performance

Purpose

Under the direct supervision of the Director, Administrative Division, the main purpose of the job is to provide direction towards the achievement of the objectives of Financial Services in providing effective and efficient services and support across the Organizational programmes, staff members, non-staff, donors, vendors, customers, and other stakeholders on covering the following functions: financial transactions processing, treasury and investment, payroll, policy, statutory and donor reporting

Duties and Responsibilities

Provide leadership and professional direction to the staff of the Section towards the achievement of the objectives and efficient management of the following Financial Services functions: accounts payable and payments; accounts receivables and invoicing; cash disbursements; cash receipts; investment and cash management; UNDP services, sub-contractors and implementing partners; credit cards and direct debits; payroll; financial reporting, Member States and Donor contributions, donor reporting; period-end and year-end closure process; and year-end audit of IMO accounts.Oversee the proper management and custody of the Organization’s cash and investments portfolio, including the planning the short-term and long-term cash requirements for the General Fund, and other funds, and review the investment proposals for approval.Oversee the effective administration of the system of assessed contributions, including the calculation of assessments of Member States and issuance of Notice of Assessment as well the status of collections and arrears in contributionsProvide direction and guidance on the development, implementation, communication and monitoring of the Organization’s Financial Regulations and Financial Rules, accounting policies, guidelines, and standards, and on compliance with International Public-Sector Accounting Standards.Oversee the timely preparation of the Organization’s statutory IMO’s and Consolidated Financial Statements for certification by the External Auditors, in compliance with IPSAS and all applicable financial regulations, rules and procedures, as well as the preparation of donors’ financial statements.Serve as the Organization’s Focal Person during the interim and year-end audit of IMO, manage the relationship with the External Auditor, provide coordination and support services during their engagement by ensuring that responses to information request, audit queries, audit observations, Management Letter and Audit Report were provided on time, and monitor the implementation of all recommendations from the External Auditor.Develop, implement and provide advice to the Director of Administrative Division and senior management on the overall financial operations and status of IMO’s accounts, internal controls, financial accounting and reporting, procedures and methodology, consistent with IMO Financial Regulations and Financial Rules, International Public Sector Accounting Standards (IPSAS), relevant UN standards, organizational guidelines and rules governing financial accounting and reporting.Provide responses to surveys or reports requested or issued by IOEO and other divisions, JIU, and other UN agencies, and contributed to all financial matters under the responsibility of AD, requiring inputs from Financial Services.Drives policy development or changes on efficiency gains, process enhancements, system improvements and ERP upgrade; support change initiatives; promote quality management; and foster innovative solutions.Develop, maintain and strengthen the Organization’s internal control environment following recognized best practices in view of mitigating risks.Collaborate with other divisions/sections in the Organization by reviewing documents and providing comments or inputs and provide advice on matters related to financial services.Draft financial related documents and reports to the Organization’s governing bodies on investment, status of Member States contributions, financial report and financial statements, amendments to Financial Regulations and Financial Rules, if any, and other documents relating to in view of ensuring the continued confidence of Member States in the financial management of the Organization.Oversee the management of contracts concluded with suppliers or contractors for the supply of goods or services under the responsibility of the Section.Plan and formulate the Section’s business plan and budget, contributing to the divisional business plan and budget, and manage the implementation of work programme or activities during the biennium.Represent the Organization in the various UN network groups – UN Working Group on Common Treasury Services, Finance and Budget Network and UN Task Force on Accounting Standards.Perform any task as may be required by the Director of Administrative Division

Experience

At least 10 years of progressively responsible experience in the management of financial services functions relevant for the position, including experience managing multi-disciplinary teams. Substantial professional working experience in financial reporting and excellent knowledge of IPSAS is essential

Education

An advanced degree (Master’s or equivalent) in Business/Public Administration, Management, Accounting or other relevant fields is essential.Being a certified public accountant or certified accountant is a requirement

Language Skills

Proficiency in English (oral and written) is essential. Knowledge of another official language of the Organization would be an asset

Others

Demonstrated experience in managing several financial services functions. Proficiency in MS office applications and excellent knowledge and use of an ERP system (e.g., SAP)
