The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO) – Business Solutions Department (BSD) – Lending Division (LD) – Bespoke Banking Applications Unit (BBA) at its headquarters in Luxembourg, a Head of Bespoke Banking Applications Unit*.

This is a full time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose

Are you an experienced IT leader with a passion for technology and innovation? Do you have a track record of successfully managing complex IT application portfolios and delivering cutting edge solutions? This is an exciting opportunity to join the EU Climate Bank during its digital transformation journey.

As a Head of Bespoke Banking Applications Unit you will ensure development, implementation and optimization of the corresponding IT technology and processes to effectively manage and expand the applications’ ecosystem, enabling from the own technology the achievement of EIB’s business objectives and implementation of EIB’s digital ambition.

Operating Network

You will report to the Head of Lending Applications Division. The unit is organized in 8 cross-functional teams (squads), each one responsible for a specific core business application.

What will you do?

  • Provide team leadership, setting individual objectives, reviewing performance and providing ongoing feedback, as well as coaching and supporting team members
  • Take ownership for the development and maintenance of a portfolio of in-house developed business applications that support key processes of the lending and finance value chain
  • Drive the technology and architectural landscape evolution to achieve a scalable and stable architecture, minimize technical debt and promote innovative business and technological solutions
  • Work closely with relevant EIB business counterparts to understand their needs and deliver solutions that enable them to achieve strategic objectives
  • Ensure customer centric delivery of services
  • Drive change management activities
  • Promote agile practices and cloud transition
  • Share knowledge with the other IT teams, create a motivating work environment and ensure effective cooperation
  • Manage the unit’s planning, budget, and procurement activities according to practices and internal processes

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in computer science or related disciplines
  • At least 5 years of relevant professional experience in the delivery of IT solutions , relevant experience in leading application delivery teams in the financial services sector would be of distinct advantage
  • Ability to coordinate the work, ideally gained in a multicultural environment or international organisation
  • Understanding of IT project management and Agile techniques
  • Experience in efficient management of stakeholder relationships
  • Experience in managing budgets and IT service contracts
  • Good knowledge of the key lending process would be a distinct advantage
  • Excellent knowledge of English and/or French (*), with a good knowledge of the other. Knowledge of other EU languages would be an advantage

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
