The EIB, the European Union’s bank, is seeking to recruit for its Group Digital Office (GCS-GDO) – EIF Business Applications Division (EIFBA) – Business Analytics Unit (BA) at its headquarters in Luxembourg, a Head of Business Analytics Unit* , This position is based at our Luxembourg headquarters and requires regular office presence. This is a full time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose

You will lead and drive the development, implementation and maintenance of the IT applications supporting one or more of the EIB Group’s business areas – ensuring overall supervision of assigned projects portfolio and team management – in order to meet the functional and technology needs of the organisation, thereby contributing to the achievement of the EIB Group objectives.

Operating Network

You will report to the Head of EIF Business Applications Division.

You will be in charge of bringing together central functions responsible for Data Platform Management, Reporting and managing full lifecycle of SAS applications.

Accountabilities

  • Translate the policies into specific objectives and work plans (consistent with business areas’ objectives and IT plans); Define quantitative and qualitative targets and take action to achieve agreed targets.
  • Lead the team and provide coaching and support, this includes managing a team of specialists and external consultants, setting individual objectives, reviewing performance, and providing ongoing feedback.
  • Ensure the EIB Group alignment and contribute to the EIB Group centric approach around data and reporting
  • Ensure accurate establishment of contracts with external suppliers of services or software (including hosting, licensing and operation of the solutions) and manage contracts and vendors to ensure value for money and delivery to agreed standards, if not take action to improve
  • Contribute to EIB Group Business Continuity and DR activities, coordinate and contribute to BCP exercise for solutions managed by the Unit

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in computer science or related disciplines
  • 5 years of relevant work experience in the IT function, including exposure data management, data integration, analytics, reporting or business process automation
  • Experience or proven ability in managing and coaching people in multicultural environments or international organisations
  • Technological expertise in IT, including the design, development, implementation and maintenance of business-related management information systems
  • Good knowledge and experience of project management principles, methods and practices
  • Knowledge of operating systems, database management systems and other IT infrastructure systems preferably including Cloud
  • Knowledge and experience of procuring and managing service providers in different delivery models like staff augmentation or managed services
  • Prior knowledge of Business Intelligence and Data Analytics platforms like BO, SAS Platform, DataLake, Aleryx and/or Tableau would be an advantage
  • Excellent knowledge of English and/or French (*) with a good command of the other. (Knowledge of other EU languages would be an advantage).

Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
