Description

The Head of the Cost Centre Control Unit in the Business Unit Control Office, Directorate of Operations, is responsible for providing support to the Directorate’s management for planning, implementing and controlling within the Directorate cost centre structure and asset life cycle all short-, medium- and long-term activities related to financial resources, price calculations, procurement plans, workforce and facilities.

Duties

Your tasks will include:

  • preparing, consolidating, implementing and controlling the Directorate’s
    • cost centre budgets, financial plans,
    • workforce plans (staff, contractors) and related business data,
    • staff and contractor workforce against complements and the deployment of D/OPS support staff in other directorates and associated reporting,
  • defining and maintaining the Directorate’s cost centre structure and fund centre structure and managing commitment ceilings relating to cost centres;
  • managing end-to-end financial controlling of fixed assets of Operations investment activities, including programmatic activities;
  • coordinating, consolidating, controlling and delivering the Directorate’s workforce timesheets and facilities utilisation data;
  • negotiating with all stakeholders, planning, implementing and controlling the Directorate’s charging policy for the services and facilities;
  • consolidating the Directorate’s inputs for corporate risk reporting.

You will also be responsible for supporting the Directorate in

  • the deployment and utilisation of corporate information systems, serving as the Directorate’s point of contact; specifically, coordinating the deployment of the corporate ERP tool (esa-p) and interfacing with the Agency’s service providers for its routine operation and evolution;
  • managing the operation and technical evolution of systems and tools for planning and controlling and for management support for use within the Directorate, supporting the effort to harmonise and rationalise legacy systems and processes as appropriate;
  • acting as Technical Officer for the Directorate’s service level agreements with corporate services such as IT, FM, Procurement and Legal Services.

Education

A Master’s degree in business administration or industrial engineering with an emphasis on and providing experience in cost controlling is required for this post.

Additional requirements

You should also have:

  • the potential to manage individuals or a team of cost controllers;
  • experience in cost accounting and price modelling;
  • the ability to organise individual and team activities and ensure a motivating work environment;
  • strong leadership capabilities, with proven relationship management and communication skills;
  • the ability to drive your team’s performance, developing your people by encouraging learning, delegating responsibility and giving regular and constructive feedback;
  • strong problem-solving skills to deal with day-to-day operational challenges, together with demonstrated planning and organisational skills;
  • a strong result orientation with the ability to set priorities and present practical solutions both orally and in writing;
  • the ability to manage challenging situations proactively and constructively and to be customer-focused;
  • people management experience is an asset, as is international experience, i.e. outside your home country, as well as experience in diverse functional areas relevant to ESA activities.

The working languages of the Agency are English and French. A good knowledge of one of these is required.
Knowledge of another Member State language would be an asset.
