A major player in the social and solidarity economy, the French Red Cross runs a network of more than 600 establishments and services in the health, medical and social sectors and in training. It also runs 12 regional health and social training institutes.

Internationally, the FRC is active in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes Health and Disaster Risk Management.

In the same way as in the activities that it develops and implements in France, the French Red Cross at the international level includes all its missions in a sustainable humanitarian action plan.

This means that emergency, post-emergency, post-crisis and reconstruction activities are coordinated in order to be as effective as possible. The aim is to carry out actions with lasting effects and to enable the population to regain their full autonomy.

Our association also wants to strengthen its presence and the promotion of its priority commitments within the International Movement.

Working environment:

The French Red Cross opened a delegation in Occupied Palestinian Territories in 2022, thanks to a 5-year project funded by the Agence Française de Développement (AFD).

The FRC Delegation supports the strategic and programmatic development of Ibn Sina College of Health Sciences in Nablus, Occupied Palestinian Territories, through the redesign of the curriculum to adapt it to international LMD standards, as well as digitalization, modernization of simulations labs and creation of a continuous training center, a research Lab and PGI action plan. The French Red Cross works in collaboration with the University of Montreal, the Palestine Red Crescent Society (PRCS) and the Palestinian Ministries of Higher Education and Health.

Located in the West Bank, Ibn Sina College currently welcomes 300 students and has the ambition to become a « leading college in nursing and midwifery, both locally and internationally, adopting the principles of lifelong learning for its students and health personnel, through curricula based on competencies, skills and practises based on scientific evidence ». Another component of the project includes the construction of a new school to welcome Ibn Sina College students; this part is managed by AFD directly.

Furthermore, the French Red Cross (FRC) delegation is closely working with the PRCS to develop projects aiming to support their activities in the fields of pre-hospital care and first aid services in the West Bank and recently secured funds from the CDCS. The PRCS is the lead Emergency Medical Services (EMS) provider in Occupied Palestinian Territories, both in Gaza and in the West Bank, and as such, it provides support to people in need through its fleet of ambulances, training of EMS staff for appropriate pre-hospital care response and activities at community level.

General objectives of the Delegate for International Mission (DMI) :

Under the supervision of the MENA Desk Manager at HQ, the Head of Delegation will be in charge of:

  • Objective 1 : Representing and coordinating the FRC’s actions with the partners of the International Red Cross and Red Crescent Movement, other partners and local actors ;
  • Objective 2 : Ensure operational implementation and monitoring of project activities
  • Objective 3 : Ensure and oversee the management of financial and logistics resources in line with the FRC’s procedures and donor requirements
  • Objective 4 : Ensure the coordination and strategic positioning :
  • Objective 5 : Ensure security management
  • Objective 6 : Manage and lead the team effectively and dynamically
  • Objective 7: Participate in good partnership relations and the development of National Societies
  • Objective 8: Participate in identifying the needs and priorities of the SN

HIERARCHICAL LINKS

  • Reporting line: MENA Desk Manager at HQ
  • Operational link: Link with all national (1 person, for the time being) and expatriate (2 people) staff on the mission.

The head of delegation is the direct manager of 2 delegate : Programme coordinator and Support coordinator

Works internally with (functional links with):

  • The MENA deputy desk officer ; the technical and support teams in HQ.

Works externally with :

  • The governance and national executive of the Palestine Red Crescent Society
  • Humanitarian operational partners (ACF, Care, PUI, SI, UNs,…) and the RC/RC Movement
  • Technical and financial partners ( AFD,CDCS, French Embassy, etc.)

Conditions of employment:

  • Type of status: expatriate
  • Type of contract: Fixed-term contract under French law
  • Per diem: daily per diem which varies according to the country
  • Leave: 10 to 15 days minimum every 6 months – Airfare paid at 100% by CRF for home travel
  • Health coverage: CFE + Mutuelle MSH (covered 100%) – covered at 75% by the CRF
  • MedEvac/repatriation insurance: YES

Educational background and experiences:

  • Master’s degree in a relevant field (Political Sciences, International Relations, International Development, Social Sciences, etc.)
  • Minimum of 3 years of demonstrable relevant experience in a similar position
  • Previous experience with the RC & RC Movement is considered an asset
  • Previous experience in the Middle East and North Africa region is considered an asset
  • Previous experience with French donors (AFD, CDCS) is considered an asset
