The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO) – Data & Information Solutions Department (DIS) – Content Management Solutions Division (CMS) – Document Management Solutions Unit (DMS) in Luxembourg, a Head of Document Management Solutions Unit*.
This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.
Panel interviews are anticipated for January/February 2024.

Purpose
You will manage a team and drive the design, implementation and maintenance of document and record management applications in the context of digital workplace.
Operating Network
You will report directly to the Head of Content Management Solutions Division. The Unit is responsible to ensure alignment with business needs and with the overall functional and technical strategy, enabling efficient information management operations and maximizing the value of EIB knowledge base with the solutions delivered.
What will you do?
- Contribute to the definition of the Information Management Solutions strategy for EIB Group, in close cooperation with business areas or counterparts
- Provide team leadership to the Unit (i.e. setting individual objectives, reviewing performance and providing ongoing feedback), as well as coaching and support to team members. Manage, together with the Head of Division, the recruitment process of new staff
- Take end-to-end responsibility for the implementation and maintenance of document and record management solutions within the scope of the Unit
- Manage document and record management solutions with regard to the short, medium and long term, in order to ensure an optimal match between the overall IT strategy and policies, business strategy of the organisation, and internal or external IT trends and developments, in liaison with Enterprise Architecture, IT Security and other key stakeholders
- Supervise overall operation of IT processes in own domain including scheduling, assignment and review of project work, intervening when necessary
- Share knowledge with the other Units of the Division to support the achievement of the Division’s objectives. Create a motivating work environment and ensure an effective cooperation among team members, the dissemination of information inside the Division and the Department
- Ensure high quality specialised advice in the document and record management area across the digitalisation of the Bank; be actively involved in new projects in the fields of information management, particularly in the initiatives aimed to integrate emerging technologies like Artificial Intelligence (AI).
- Coordinate and supervise key external parties (software vendors, providers of outsourced services, peer groups, etc.) in own domain in order to receive a better service, stay abreast of best practice and ensure the proper delivery of expected solution to internal business customers
Qualifications
- University degree (minimum an equivalent to a Bachelor) preferably in Engineering, Information Technology, Information Management or a related field
- At least 5 years’ relevant IT professional experience, particularly in the management, design, development, implementation and maintenance of content management systems, particularly document and record management solutions. Certifications in information management (ARMA-IGP, AIIM-CIP, etc.) would be an asset.
- Experience or proven ability in managing or coaching people, ideally in multicultural environment or international organisations
- Solid experience managing the IT lifecycle of document and record management solutions based on OpenText Content Server. Experience leading initiatives with document and record management in SharePoint/M365, cloud solutions and AI content services would be considered as an asset.
- Knowledge of project management principles, methods and practices, agile methodology and ITIL. Certifications in Project Management (PM2, Prince2 or PMP/PMI) would be an asset
- Good knowledge of service contracts, including procurement issues
- Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
