This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support. The EIB, the European Union’s bank, is seeking to recruit for its Projects Directorate (PJ) – Environment & Natural Resources Department (ENR) at its headquarters in Luxembourg, a Head of Environment & Natural Resources Department*. This is a full-time position at grade 8.

The appointment is for a term of up to five years.

The successful candidate will be offered a definitive duration contract (CDD) of 5 years which may be renewed or converted in accordance with applicable policies and rules.

Purpose

Create a vision for the Environment and Natural Resources-related sector Policies in the Bank and support the achievement of operational objectives in accordance with the Bank’s strategic priorities. Lead, coordinate and supervise teams (mainly economists, engineers and assistants) in the assessment of economic, technical and environmental viability of lending operations, the delivery of technical assistance in the related areas, as well as other initiatives, in accordance with Bank procedures.

Operating Network

The ENR Department consists of four divisions covering water, bio economy, and circular economy.

The Head of Department reports to the Director General of PJ and cooperates closely with the other PJ Departments. S/he interacts with the Management Committee, Directors General and other Directors within the EIB Group. S/he liaises with external counterparts at the highest decision-making level, including corporates, public authorities, EU institutions (in particular the European Commission) and other organisations or external stakeholders, as appropriate.

Accountabilities

  • Develop an operating strategy for the Department and its relevant sub-sectors, with a short, medium and long-term perspective in order to support the implementation of the Bank’s lending and advisory objectives.
  • Optimise the use of resources necessary to implement the formulated strategy and policies as part of the overall PJ mission and objectives.
  • Ensure that the staff under supervision has the adequate competencies, objectives and motivation to implement the strategy and deliver results. Promote effective cooperation and team spirit through the directorate and Bank, as well as the dissemination of information and cross-fertilisation.
  • Provide leadership and support to ensure that both a) the technic-economic assessment and monitoring of projects and programmes in the sectors of responsibilities, including compliance with EU environmental and procurement policies, and b) advisory assignments are performed to the required quality standards, under the control of the Heads of Divisions.
  • Understand and anticipate issues in the different areas and sectors of his/her responsibilities in view of the development of current and future activities of the Bank, in particular through the preparation and/or coordination of relevant sector studies/policy papers or new initiatives.
  • Liaise and cooperate with the European Commission and other EU organisations on the development of EU policies and related projects and programmes, and with other organisations active in the relevant sector.
  • Represent the Bank at high-level fora.

Qualifications

  • University degree (minimum an equivalent to a Bachelors) preferably in a subject related to economics, engineering, sciences or business, preferably supplemented by post-graduate studies.
  • 10 years of relevant experience, including in investment project and programme appraisal and/or implementation, technical assistance, including project-related economic and technical issues (lending or risk management would be an advantage). Particular experience in the Environment and Natural Resources Sector would be an important asset.
  • Established track record of people management responsibilities with ideally a min of 5 years of managerial experience.
  • Broad knowledge of EIB objectives, strategies, policies and processes.
  • Experience of applied quantitative methods (cost-benefit analysis, risk analysis, technology assessment, procurement, environmental and social impact assessment).
  • Excellent knowledge of English and/or French** and a solid knowledge of the other. Knowledge of other European languages would be an advantage.

As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
