The position is to be filled as soon as possible, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Juba, South Sudan.
Welthungerhilfe (WHH) has been working in today’s South Sudan (SSD) since the late 1990’s. Since the country’s independence in 2011, WHH has implemented 87 projects ranging from rapid disaster relief to reconstruction and long-term development cooperation projects with local partners, with an overall volume of over EUR 420 million. Through 19 projects in five states, Northern Bahr el Ghazal, Unity State, Western, Central and Eastern Equatoria, we supported 610,000 people in 2020 alone. WHH receives institutional grants from German federal funds (GFFO, BMZ, GIZ), UN and the European Trust Fund (EUTF) via WFP. WHH’s primary areas of work in SSD are emergency aid, food security, agriculture, WASH and infrastructure rehabilitation, under the overarching umbrella of climate resilience and adaptation.
As Head of Finance, you will lead on all aspects of finance including budgeting, forecasting, reporting, bookkeeping and audit preparation, while ensuring compliance with WHH’s global policies, systems and procedures. Based in Juba, this position ensures support for WHH SSD program and projects areas throughout the country. You will be part of the Senior Management Team (SMT) and report directly to the Country Director, line managing nine staff of the Finance Unit at Country Office level and technically supporting seven Finance staff based at Project locations, in close cooperation with our Regional Finance Manager based in Bonn, Germany.
Your responsibilities
- Lead all financial administrative processes in the Country Program to ensure they are auditable and run efficiently
- Be an active member of the SMT, ensuring they are informed about major developments in the Finance Unit and regularly prepare and present risk analyses
- Oversee the financial management of the Country Office and Project locations and all measures taken to re-finance the Country Office
- Lead the budget development of all new Projects in inclusive manner, ensuring that the needs of all sector and support units are covered via master budget; oversee the budget implementation; prepare all cost and funding plans
- Working closely with the Grants and Reporting Manager, ensure timely submission of interim and final financial reports to donors
- Lead the finalization of annual accounts of projects and ensure timely submission to Head Office
- Coordinate internal and external audits and ensure implementation of audit recommendations working with respective Heads of Departments
- Lead the contextualization and updates of finance manuals and procedures; constantly work with Finance staff to ensure their understanding of WHH and donors’ regulations and policies
- Analyze the gaps and ensure relevant staffing is available across the country to fullfil all Finance-related tasks, incl. daily operations, implementation, reporting etc. according to WHH standards
- Lead and manage the finance team (including staff planning, performance and development)
Your profile
- A Masters degree (Msc) in Finance, Audit, Business Management, Economics or equivalent
- A minimum of 5 years of professional experience in the same or an equivalent position with proven record of managing a high-volume portfolio
- Experience of co-funded projects and well versed with donors’ rules and regulations, especially UN agencies, GIZ and BMZ
- Profound leadership experience in managing a diverse team, incl. remotely
- Excellent financial and analytical skills and drafting skills for effective reporting on program financial performance
- Excellent communication, coordination and organizational skills, especially in financial management
- Proven track record of capacity building and professional building of the team members financial skills
- Ability to operate in a cross-cultural environment requiring flexibility
- Team-focused approach, with advanced coaching and mentoring skills and capacity building experience
- Coordination, organisational skills, detail orientation, strategic thinking, and ability to work with minimal supervision – even under a high workload
- Readiness to receive necessary vaccinations for working in Welthungerhilfe’s program countries
- Excellent spoken and written English language skills
