The position is to be filled as soon as possible, with an initial contract duration of two years. There are very good prospects for an extension. Employment location will be Freetown, Sierra Leone.
As Head of finance you will implement existing financial management standards in the programmes and projects efficiently and promptly, thereby making a significant contribution towards the success of the programme work.
You will ensure that financial administrative processes in the Country Office are auditable and run efficiently. Additionally you will instruct and support projects and National Implementing Partners in matters relating to financial management, as well as review and assess the status of country office’s processes and workflows and identifying gaps and measures for improvements. Also you will coordinate the training of national and expatriate staff and National Implementing Partners in the field of project administration.
Your responsibilities
- Supporting budget planning, modification of projects and preparation of cost and financing plans, donor fund requests, financial reporting
- Checking of partner agreements taking into account the capacity of the partners and the donor regulations
- Control and supervise liquidity planning and internal fund requests
- Coordinating projects/programme audits and implementing recommendations
- Supervising the financial administration of the country office and all measures to re-finance the country office
- Monitoring of report due dates of all projects, examining annual accounts of projects and submission to Head Office in due time
- Coordinating financial administrative training and further development courses for staff/National partners staff in close cooperation with the Financial Advisory Unit
- Supporting partner implement projects according to co-financing agreement and Welthungerhilfe standards
- Recruiting and induction of new finance/admin staff
- Checking and assuring compliance of the Regulations for the Awarding of Contracts (RAC) and relief supplies management
- Ensuring compliance with national financial laws
Your profile
- University or college s degree in finance management, accounting or a related field
- More than 7 years of experience in a similar position, preferably in an international NGO
- Experience working with partners
- Excellent communication and inter-cultural skills
- Analytical and conceptual competence, coordination and organizational skills, even under high workload
- Readiness to receive necessary vaccinations for working in Welthungerhilfe’s project countries
- Excellent spoken and written English
