The EIB, the European Union’s bank, is seeking to recruit for its Finance Directorate (FI), Treasury Department (TRES), Liquidity Management Division (LM) at its headquarters in Luxembourg, a Head of Liquidity Management Division *.

This is a full time position at grade 7 for which the EIB offers a permanent contract.

Assessment Centres for selected applicants would take place by the end of October.

Purpose

You will lead, coordinate and supervise the work of the Division to ensure the management of the Bank’s liquidity activities and exposures are conducted efficiently and effectively.

You will ensure that implementation of liquidity policies are in line with relevant guidelines and best banking practice.

Specific Post Environment

The post is located in the in the dealing room of the Treasury, a very dynamic environment, where split-second decisions can have significant consequences. You must be able to resist pressure coming from financial markets, impacting the Bank’s positions, and thus exposing the team to a high level of internal and external scrutiny.

Operating Network

  • External: Represent EIB on Liquidity Management related issues, maintain and develop relationships with other EU institutions, supranational organisations, financial counterparts and professional associations (e.g. FOREX, ISMA) in order to build co-operation between different EU and/or international organisations, stay abreast of best practice.
  • Internal: Represent Portfolio/Liquidity management towards other departments in Finance, Risk Management, Operations, Legal and other Directorates in order to ensure appropriate internal co-operation and control is maintained.

Accountabilities

  • Strategy / policy development : develop a strategy and policy for the the Liquidity Management function (incl. money market portfolio) in order to achieve the short to long-term objectives of the Treasury and Capital Markets Department.
  • Strategy and policy implementation: establish (in cooperation with Department Head) and manage resources and means to implement strategy and policies set by the relevant internal committees (incl. ALCO)
  • People management in division:
    • ensure that staff members within the division have the right competencies, objectives and motivation in order to realise the formulated strategy and policies and provide leadership and guidance on complex issues to Division staff members, ensuring that issues are addressed, and decisions are taken in a timely manner. Drive a culture for continuous learning and knowledge sharing.
    • recruit, develop, motivate and retain highly qualified staff in a complex and fast paced environment while maintaining a focus on diversity and excellence
  • Execution of the key area processes: supervise and (if required) intervene in execution of key area processes whenever necessary in order to efficiently manage liquidity within agreed risk/ and ensure a consistent application of policies.
  • Specialist advice : provide specific advice and recommendations for the Liquidity Management function in order to align EIB with best practice.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in Finance, Economics or related field
  • 10 years professional experience gained in a liquidity and/or portfolio management environment (public sector experience advantageous)
  • Proven experience in managing and coaching people, ideally in multicultural environments or international organizations (e.g., determining team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback)
  • Excellent knowledge of financial markets products, liquidity management tools/techniques and related regulatory matters
  • Proven track record in the development of strategy and management
  • Ability to work in fast-paced environment with proven ability to handle multiple outputs at one time
  • Some knowledge and understanding of the EIB and EIB Group’s mission and activities, objectives, strategies, policies and processes would be an advantage
  • Excellent knowledge of English and/or French (*) with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
