CARE Canada’s Global Programs Team is responsible for developing and managing the organization’s programs in both development and humanitarian assistance focusing on the injustice of poverty and gender inequality. The new Strategic Plan reaffirms our gender-equality focus and our dual-mandate status. Our ultimate impact goal is to support women’s leadership for a gender-just future grounded in strong programs supporting safety/protection, health and dignified livelihoods across both humanitarian and development settings. The Global Programs unit is responsible for the overall management of CARE Canada’s global programming circa $50-60m annual development and humanitarian programming portfolio.
Under the leadership of the Director, Program Management, the Head of Program Management plays an integral role in CARE Canada’s Global Programs Department, in providing leadership, vision and strategic direction for a program portfolio of development projects. They manage a team to support CARE Country Offices to effectively implement high quality programs aligned to the CARE 2030 program strategy, aiming, and advocating for a feminist transformative approach in our programming. They are accountable for the success of the projects in their portfolio and ensuring that their teams align to CARE Canada’s values and approaches in all that they do, with decolonisation as a core principle.
The position will lead high performing program management staff, including Program Managers and Program Officers. They will enable project leads to effectively oversee project matrix teams with their finance and program quality colleagues across the Global Programs Department. A key people leader, the Head of Program Management is a role model for their staff, responsible for guiding, supporting, and developing their team members to achieve both individual and collective goals. The Head of Program Management is a resource, trouble-shooter and sounding board for their team on program management best practice and donor compliance, helping them solve problems and continuously improve their ways of working and approaches. The Head of Program Management supports their team at every stage of the project cycle and isn’t afraid of diving into the details where they need to or giving broader perspectives across a portfolio.
Because of the nature of the work, demands are fast-paced and unpredictable. To thrive in this job, you will need to be flexible and be willing to both lead and work as part of a close-knit team when needed.
