Welthungerhilfe’s Head Office is in Bonn, Germany whilst the Syria Response is managed from our Country Office in Gaziantep. Welthungerhilfe was established in Turkey in 2013 specifically to help people who are affected by the Syria Crisis. Since then, the organisation has expanded its program scope and scale to make the greatest possible contribution to meeting humanitarian needs in Turkey and North West Syria. Welthungerhilfe has field offices in Azaz and Afrin, as well as Ankara, Istanbul, Hatay and Mardin. The Syria Response program includes food security, WASH services, Shelter and NFI services, protection, early recovery and livelihood.

The position is to be filled by October, 2023, with a contract duration for one year. Employment location will be Mardin, Turkey. The position is paid according to [[paygrade]].

Welthungerhilfe (WHH) is one of the largest non-profit aid organisations in Germany. WHH is politically independent and non-denominational organization that supports people living in deprivation and poverty, irrespective of the color of their skin, their religious beliefs or their worldview. WHH is working in the fields of development cooperation and humanitarian aid, relief aid, rehabilitation and reconstruction.

The announced position is in relation to a new livelihoods and child protection project which specifically targets local and refugee communities residing in remote and rural areas (wellheads) of Mardin. The project will be implemented by a local partner organization of WHH. Project aims to foster a protective and thriving environment for vulnerable communities living in rural areas through the provision of specialized support for safe and dignified access to protection and livelihoods (especially agricultural livelihoods). Project components entail; (i) Community based protection and MHPSS services integrated with shelter, WASH, nutrition and health assistance, (ii) supplementary education services for children and referrals to formal education, (iii) livelihoods activities, including vocational training, in-kind and technical support enabling economic activity, facilitation of job placement etc. (iv) capacity building of local partner.

Your responsibilities

The Head of Project is responsible for the operative implementation of the project and appropriate use of funds. They are responsible for coordination, planning and implementation correctly and duly reporting to Welthungerhilfe’s regional/country office.

The duties for the Head of Project, in detail, will be;

Project Management:

  • Carry out the project according to the co-financing agreement and Welthungerhilfe’s standards for the implementation of projects.
  • Develop the project management system of the above mentioned project in WHH project areas and also supervises the activities in the project areas of implementing partners. Manage activities/programmes and projects in Mardin province and neighbouring districts.
  • Ensure that all project relevant support is in place (monitoring, logistics, finance administration, etc.)
  • Conduct regular monitoring visits to the field and ensure adequate monitoring by project staff.
  • Lead the compiling and writing of project reports according to WHH standards or the rules of donors.
  • Responsible for bringing the project to an orderly conclusion.

Leadership:

  • Recruitment and mentoring of local staff members. When needed, taking disciplinary measures about employees on behalf of legal employer (including termination of employment contracts).
  • Responsible for supervising the project partners, their implementation and expenditures and follows up according to capacity building plans.
  • Responsible for the establishment and adherence to the projects’ security management system in accordance with the global security policy / guidelines of Welthungerhilfe

Finance and Budget Management:

  • Responsible for modifying and continuing project planning and the project budget.
  • Responsible for correctly and duly completing and signing end-of-month accounts.
  • Responsible for project purchases according to the approved procurement budget.
  • When purchases are made locally, the Head of Project is responsible for observing internal or external procurement directives.
  • Responsible for carrying out regular petty cash controls.
  • Responsible for the financial report (final report).

Programme Development:

  • Assist in further programme and project development (Donor Acquisition) in consultation with the Programme Department and CD. Including, identification and examination of new project ideas.
  • Contributes to the country development and strategies, actively participates in strategic discussions and keeps herself/ himself informed of the overall organizational topics.
  • Supports the identification of co-financing opportunities to be pursued and ensures the timely development of successful project proposals in line with the relevant donor regulations and strategies
  • Actively participates in the Country Management forum and development and strategic planning,
  • Continue close cooperation with respective departments at HQ to further develop relevant sector strategies not only at country level but for the organization as a whole. S/he stays in close cooperation with WHH Country Team, and improves linkages with national organizations/NGOs.

Representation, Collaboration and Networking

  • Coordinate with the programme team to ensure WHH is adequately represented at relevant national level forums (e.g. clusters, working groups, and other coordination meetings) and provide feedback, analysis and recommendations to senior management,
  • Expands WHH network with relevant stakeholders from civil society, government and academia within the context of projects in responsibility,
  • Prepares and supervises visits (Staff from Head Office, representatives of co-financers, etc.). Accompanies visiting donors and WHH Head Office staff or journalists/or appoints adequate representation
  • Establishes good working relationships with donors and other stakeholders in-country for emergency, rehabilitation and development programmes in coordination with the Country Office

In addition to the above, the Head of Project might be asked to carry out other duties requested by the Supervisor or Line Manager.

Your profile

Required Qualifications;

  • Education: Bachelor’s degree
  • Work Experience: At least 3-5 years of working experience with project implementation at management level in an I/NGO.
  • Language Skills: English and Turkish (speaking, reading and writing) proficiency is required.

Desired Qualifications;

  • Education: Bachelor’s degree from a reputable university. Masters or doctorate degree in a relevant field is an asset.
  • Work Experience:
    • Experience working in Southeast Turkey and knowledge of the refugee context in Southeast Turkey.
    • Experience in rural development, agricultural livelihoods, protection integrated livelihoods projects.
    • Partner management experience.
    • Knowledge of/experience with PRM or other US donor regulations are strong assets.
  • Personality requirements: Excellent management, coordination, as well as communication skills and intercultural sensitivity. Ability to integrate in a transcultural team, hardworking, good communication skills, ability to motivate and develop skills of others, attentive to detail, co-operative, able to work independently and with remote supervision.
  • Language Skills: Relevant language (Arabic, Kurdish, Farsi,German etc.) is a strong asset.
