JOB DETAIL

Founded in 1956, The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities – in more than 40 countries around the world. DRC in Sudan has a programmatic presence in Central and South Darfur, South Kordofan, Gedaref and Khartoum.

Overall purpose of the role:

  • Manage all aspects of the DRC Safety Risk Management (SRM) system for DRC programmes within geographical area of responsibility.
  • Overall responsibility for the day-to-day management of safety and liaison within geographical area of responsibility.
  • Direct manager for safety and liaison staff.

Geographic scope: Country (Sudan)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Responsibilities:

People Management

  • Lead and manage the safety and liaison team (including people planning, performance, well-being and development).
  • Staff capacity building.

Safety Risk Management

  • Undertake the Safety Risk Management (SRM) process.
  • Advice on compliance requirements in line with the Global Safety Policy.
  • Develop area and country safety management policies, protocols and procedures.
  • Facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures.
  • Analyze, manage and report relevant information within geographical area of responsibility.
  • Maintain relevant safety documentation, data and records for the areas of concern.
  • Develop the capacity of, and coordinate, relevant Incident Management Teams (IMTs).
  • Technically advise on the procurement of safety-related equipment, facilities and other resources.

Liaison

  • Oversee engagement with the Humanitarian Aid Commission of Sudan (HAC).
  • Maintain strong understanding of processes and policies related to HAC.
  • Ensure effective completion of processes related to Visas, Permits and Technical Agreements.

Training, supervision and support

  • Support and deliver safety-related training.
  • Mentor and provide technical supervision as needed to local safety and liaison staff.
  • Facilitate surge support as required.

As Manager the post-holder is responsible for the following

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility.
  • Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC.

Experience and technical competencies

  • Minimum 7 years of working experience as a safety and security manager/adviser with an INGO
  • At least 4 years’ experience with people management
  • Proven leadership skills and a competence in people management
  • Master’s degree (e.g. in political science, peace & conflict studies, history, or disaster management) or a military education
  • Experience working in multicultural work settings
  • Proven ability to develop and implement effective and contextualized protocols and systems
  • Experience with information gathering, analysis and report writing
  • Ability to conduct and produce high quality safety risk assessments (SRAs)
  • Experience with critical incident management
  • Experience with delivering safety-related training
  • Experience working in hostile or hazardous environments
  • Experience working with national partners, local/government authorities, and UN organisations.
  • Full professional proficiency in English.

What we offer

Contract: 1 Year Contract with the possibility of extension, subject to funding and performance.

Salary: in accordance with the Danish Refugee Council’s Terms of Employment Management Band/ E.

Availability: ASAP.

Duty station: Khartoum or Gardef, Sudan or Nairobi, Kenya
