To lead WFP Afghanistan’s School Feeding Programme covering over 1 million children throughout Afghanistan. As Head of School Feeding Programme, the incumbent will lead a team to implement activities related provision of school meals/snacks aimed at increased enrolment and retention as well as increasing learning, for primary school children in the context of improving overall food security in selected provinces. Special focus will be on the girl child.

ORGANIZATIONAL CONTEXT:

WFP Afghanistan is implementing one of the largest school feeding programmes in emergency contexts, serving 1 million children across 10 provinces in the country. WFP Afghanistan 2024 – 2026 School Feeding strategy called for the diversification of the portfolio of implementation models, increasing contextualization, acceptability, affordability, and effectiveness of School Feeding interventions. WFP aims to promote a home grown school feeding approach.

JOB PURPOSE:

WFP Afghanistan Country Office is seeking the support of a technical expert on school feeding to lead School Feeding activities. The staff will be responsible for managing all aspects of the School Feeding Programme, including but not limited to, management of the school feeding team, operational liaison with other WFP departments, oversight and leadership of reporting, external engagements, and any other tasks assigned related to the school feeding programme. The staff will also support the team in the discussion and negotiation with the De Facto Authorities (DFA), and in finding solutions for the operational challenges, in close collaboration with the head/deputy head of programme. Vital to this role are innovation, flexibility, and the ability to rapidly adapt to shifting circumstances.

EXPECTED OUTPUTS:

  • Lead the design, implementation, monitoring, evaluation, and learning efforts for the School Feeding Programme in Afghanistan.
  • Manage the development and implementation of school feeding plans and activities, providing technical oversight and guidance to the team and colleagues, providing inputs into programmatic strategy and identifying opportunities for new funding, programme quality improvement and innovation.
  • Manage the design and roll-out of new programme models and innovations (e.g. nutrition-sensitive models, local procurement), in line with corporate guidance.
  • Manage partnerships with diverse range of partners; and ensure their effective day-to-day management in line with corporate guidelines. Ensure adequate information sharing with and reporting and accountability by the cooperating partners.
  • Support partnerships with donors. Develop concept notes and proposals for school feeding implementation and technical assistance, drawing on the latest strategy and analysis. Provide timely reports to the various school feeding donors and management.
  • Supervise, capacitate, and motivate a team of supervisees. Provide technical guidance for staff in the areas offices and other units about school feeding programmes.
  • Plan, monitor, and prioritise school feeding resources (both cash and in-kind) to maximise effectiveness. Coordinate commodity management for school feeding in consultation with supply chain and budget and programme teams.
  • Actively engage in and provide strategic inputs into school feeding policy and strategic engagement with strategic partners and represent WFP in key forums, sharing project experiences with development partners and donors.
  • Coordinate engagement in strategic communications and knowledge management with a focus on sharing school feeding experiences with regional and global audiences.
  • Help shape WFP’s school feeding learning agenda. Design and coordinate research and evaluation assignments and strengthen research partnerships.
  • Oversee the enhancement of monitoring, evaluation and accountability systems for school feeding with the M&E unit, ensuring relevant and credible data and evidence is generated and utilized to inform the activities.
  • Build synergies with other programme streams especially with social protection, nutrition, and resilience
  • Perform additional responsibilities as assigned by the supervisor.
