The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development (OECD). Both the OECD and the IEA seek opportunities to work with an increasing number of non-members of growing importance to the world economy (countries beyond IEA). The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability across the globe.
The IEA’s Energy Data Centre (EDC) is at the core of the Agency’s work providing comprehensive energy data, which sets the global standard for reliable energy statistics. These data contributes to market transparency, allow rapid, accurate assessments and strategy formulation in times of crisis and underpins the analysis for numerous IEA policy studies as well as publications, such as the IEA’s Energy Market Reports or the World Energy Outlook. The IEA’s work on statistics and its role on training and capacity building is also a key tool for opening doors to non-Member countries.
The IEA’s Energy Data Center is currently recruiting an experienced statistician to lead the Annual Energy Data and Statistics Section working on annual energy statistics of IEA members, Association countries, and non-members. This includes annual data on core primary energy carriers (renewables, oil, gas, and coal), secondary energy (electricity and heat), a new data collection relating to Hydrogen and e-fuels, as well as the generation of energy balances data. The Section contributes to the preparation of many other annual publications within the Energy Data Centre itself andr in the IEA more generally.
The selected candidate will manage a team of enthusiastic professionals reporting to the IEA’s Chief Statistician. She/he will work in close collaboration with the other Heads of Section and with colleagues across the Agency working on topics such as the clean energy transition, energy security, and data to support market analysis and outlooks. The selected candidate will also play a central role in the on-going modernization of the IEA’s data management infrastructure.
Main Responsibilities
Management and Leadership
· Manage a multicultural team of 12 highly qualified, enthusiastic energy data specialists. Provide opportunities for development, regular constructive performance feedback and coaching to an environment conducive to teamwork, innovation and open communication.
· Be accountable for the quality, timeliness, relevance and development of the Section’s outputs.
· Contribute personally to these outputs through intellectual leadership, coaching and developing staff. Build a collegial and productive working atmosphere. Work with the Chief Statistician and other Heads of Sections to develop the IEA’s statistics and statistical capability.
· Cooperate with EDC’s Data Development and Support unit, as well as the Agency’s information systems and communications staff in the modernization of the IEA’s data management procedures and user services.
· As a member of the EDC management team, working collegially with other heads of section, and being core to the management of EDC and providing support on other areas beyond normal duties.
Analysis & Research
· Lead the work of the section, in particular the review of the data collection systems for IEA, Association and non-member countries. Responsibility for the assessment of data collected through questionnaires and other means, and improvement of data quality when necessary.
· Ensure the maintenance and updating of databases pertaining to annual energy statistics (supply, demand, trade and related economic factors) regarding oil, gas, coal, electricity, and renewable energy for IEA, Association and non-member countries.
· Lead on the development of new data collections relating to Hydrogen and e-fuels, and consider appropriate methodologies for incorporating this data within the energy balance framework.
· Lead the work on the generation of the IEA’s energy balance data for IEA, Association and non-member countries based on the annual fuel data (and other relevant inputs).
· Contribute to the on-going modernization of the IEA’s data management, validation and dissemination tools. Experience with relational databases (e.g. MSQL Server) and software for data management (e.g. Python, SQL) would be an asset.
· Promote the analysis, communication and dissemination of statistics, including through participating in IEA reviews of the energy policies, energy market reports, and scenario work.
Liaison and outreach
· Collaborate with other Directorates and Divisions in the Agency and other national and international organisations in the analysis and use of energy statistics. Provide advice on statistics and statistical methodology, and, where appropriate, arrange seminars on energy data collection and methodologies.
· Maintain and strengthen links with statistics focal points and other partners in IEA, Association and non-member countries in order to further improve data quality, coverage and timeliness for all datasets for which the Section is responsible. Promote the work of the Agency externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings
· Support the broader activities of the IEA through quantitative analysis, written and verbal contributions, development of web content and briefs on all aspects of energy statistics. Contribute to the development of the Agency’s programme of work.
· Participate in preparations for meetings of IEA standing committees, working parties and other groups as required; participate in relevant meetings of other international organisations, including some travel; provide support for the development of reports, analyses and information items for these meetings.
Ideal candidate’s profile
Academic Background
· An advanced university degree(s) in relevant disciplines such as economics, statistics, data science or mathematics, preferably with a focus on energy.
Professional Background
· At least eight years’ experience as a manager/leader of energy statistics or data analysis team. This experience should include responsibility for work related to data collection, processing, analysis and dissemination.
· Excellent understanding of the energy sector and of the broad range of energy statistics and the sources and methods used for compiling national and international energy statistics.
· Proven quantitative and analytical abilities applied in a policy context as demonstrated in past work products / projects.
· Demonstrated ability to effectively communicate statistics and to prepare reports quickly and clearly in written structured form on complex technical issues for a more general policy audience.
· Practical experience of modern statistical information technology, especially for data collection, validation, analysis and disemmination.
Languages
· Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage

Contract Duration
· A two year fixed term appointment, with the possibility of renewal.
Selection Process
· For retained candidates, video-recorded interviews are foreseen towards mid-September (possibility of a written assessment). Panel interviews are planned for early October.
· Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
· Monthly base salary starting from 9 567 € net of French taxes plus allowances based on eligibility.
· Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant ; the duties and responsibilities assigned will be adjusted accordingly.
