Description
Reporting to the Head of the Future Navigation Department, you will be responsible for the implementation of the GENESIS project (a component of the FutureNAV programme) in accordance with its Declaration, Implementing Rules and technical objectives and within the agreed cost and schedule objectives.
Duties
Your tasks and responsibilities will include:
- consolidation and monitoring of the programmatic assumptions (costs, schedule and risks);
- preparation of the ITT/RFQ package for industry as well as the preparation and organisation of the TEB;
- negotiation of Phase B/C/D/E contracts and contract management;
- the design, development, manufacturing and testing of the space segment and relevant ground segment;
- ensuring proper integration of the payloads;
- execution of the overall mission-specific system integration and pre-launch verification activities;
- execution of launch and early commissioning activities;
- monitoring of the initial years of operations for satellite on-board performance and issues;
- collection and management of the operational and exploitation data;
- interfacing with the scientific community for all aspects relating to the definition and implementation of the scientific objectives of the mission and the data exploitation;
- assessment of the mission objectives, lessons learned and recommendations for follow-up improvements;
- preparation of the subsequent operational phase, either with institutional or commercial entities.
You will also be responsible for identifying, assessing, managing and reporting the health and safety risks in your area of responsibility.

A master’s degree in a relevant engineering or scientific discipline is required for this post.

You should also have:
- strong leadership capabilities, with proven experience of leading, motivating and developing a project team, encouraging continuous learning, delegating responsibility and giving regular and constructive feedback;
- the ability to provide strategic direction to the individuals and teams within the project and relate team objectives to the overall and evolving organisational goals;
- the ability to organise a project team’s activities and ensure a healthy and productive work environment;
- proven relationship management and communication skills, both verbal and written, with a proven track record of representing the Agency’s interests to external interfaces;
- strong problem-solving skills to deal with day-to-day operational challenges, together with demonstrated planning and organisational skills and the ability to anticipate problems;
- the ability to manage challenging situations proactively and constructively and to be customer-focused;
- a strong result orientation with the ability to set priorities and present practical solutions, both orally and in writing;

- international experience, i.e. outside your home country, as well as experience in diverse functional areas relevant to ESA activities;

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.

Recruitment will normally be at the first grade in the band (A2); however, if the candidate selected has little or no experience, the position may be filled at A1 level.
