The ESA Programme Related to EU Secure Connectivity, hereinafter referred to as Secure Connectivity, is intended to support the effective development and validation of the EU Secure Connectivity governmental infrastructure and the services provided by it, as well as the validation and demonstration of services based on the commercial infrastructure developed by the contractor(s) delivering the EU Secure Connectivity governmental infrastructure.
Reporting to the Head of the Secure Connectivity Programme Department, you will be responsible for all tasks relating to the design, development and deployment of the Secure Connectivity Space Segment.
• Management of the design, development, qualification and deployment of the Secure Connectivity Space Segment, including the satellites of any constellations within the Secure Connectivity system of systems, within the agreed schedule, cost and technical requirements, including implementation of the applicable security requirements;
• Procurement of the associated launch services, including management of all technical (launch vehicle ICD) and managerial interfaces with the selected launch service provider(s);
• Management of the overall Space Segment engineering, manufacturing, and assembly, integration and testing (AIT), including the organisation and management of Space Segment-level reviews;
• Preparation and management of all satellite launch campaign activities in cooperation with the launch service provider(s) and the satellite manufacturer;
• Analysis of Space Segment-related requests for changes, waivers and deviations, as well as non-conformances, anomalies and alerts, providing support to the relevant analyses at system level as and when required;
• Support to the Launch and Early Orbit Phase (LEOP), satellite commissioning, the in-orbit test (IOT) campaign and the satellite nominal operations, as well as evolutive maintenance and correction of in-orbit anomalies;
• Maintenance of the Secure Connectivity Space Segment development and deployment plan, schedule, risk register and relevant parts of the cost plan, with the required key performance indicators, for consolidation and approval at project level;
• Implementation and enforcement of risk and security management processes at Space Segment level;
• Close coordination with other project disciplines, including the Ground Segment and Operations Office, the System Office, the Programme Liaison Office and the Product Assurance and Safety Team.
In the execution of the above tasks, you will be supported by a dedicated team, for which you will have direct management responsibility.
You will also be responsible for identifying, assessing, managing and reporting the health and safety risks in your area of responsibility.

A master’s degree in engineering or a related technical or scientific discipline is required for this post.
You should, in addition, have:
• proven experience of leading, motivating and developing a team of experts in a project environment;
• the ability to provide strategic direction to the individuals and teams within the Office and to relate team objectives to the overall, evolving organisational goals and context;
• the ability to drive performance and foster cooperation within and across teams throughout the organisation;
• demonstrated excellent leadership, relationship management and communication skills, both oral and written;
• a proven track record of representing the Agency’s interests to external interfaces;
• excellent cognitive, analytical, delegation, planning and organisational skills;
• the ability to anticipate problems, resolve complex issues and relate situations to their context;
• the ability to reach solution-oriented, pragmatic and timely decisions of a high standard and with integrity as well as to support others, such as team members, upper management and other stakeholders, in this process.
People management experience is an asset, as is international experience, i.e. outside your home country, as well as experience in diverse functional areas relevant to ESA activities.

The working languages of the Agency are English and French. A good knowledge of one of these is required.
Knowledge of another Member State language would be an asset.
