The EIB, the European Union’s bank, is seeking to recruit for its Financial Control Directorate (FC), Financial Reporting and Accounting Department (FRA), Mandate Accounting & Administrative Expenses Division (MA&AE), Transaction Processing & Reconciliations Unit (TPR) at its headquarters in Luxembourg, a Head of Unit Transaction Processing and Reconciliations*.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Assessment Centres for selected applicants would take place in April.

Panel interviews are anticipated for April/ May.

Purpose

As Head of Unit “Transaction Processing and Reconciliations”, you will contribute to the achievement of the Bank’s objectives regarding its administrative expenses and revenues. You will drive the efficient processing of transactions in the area of Accounts Payable, Accounts Receivable, as well as travel and other staff expenses. In addition, you will be responsible for VAT matters and the reconciliation of administrative expenses nostro accounts for the EIB Headquarter and EIB external offices. You will lead and develop a diverse team and drive the digitalization and optimisation of business processes in your domain.

Operating Network

Reporting to the Head of Division you will lead a diverse team of professional staff and support staff, as well as external support staff. You will promote and deliver on the implementation of cross-departmental business process optimisation initiatives and motivate and develop your team to deliver in the Unit’s overall digital transformation process.

In your role as Head of Unit, you will work in autonomy, but also in close collaboration with the Accounting Reporting and Payments Unit of the Division, with other Divisions in FC, with FI (Finance Directorate), GCS (Group Corporate Services), GLO (EIB Global), OPS (Operations), Coordinations from all DG’s of the Bank, EIF and various external counterparts, especially EIB vendors, VAT administrations, the EIB Corporate Travel Agency and external auditors.

Accountabilities

  • Set the Unit’s objectives, work plans and key operational processes to support the achievement of the Division’s and Directorate’s objectives.
  • Plan, organise and supervise the activities of the Unit to ensure an accurate and timely delivery of the Unit’s objectives. Ensure an effective cooperation among team members and the rest of the EIB Group’s staff.
  • Lead, motivate and develop the team. Empower team members and lead the team’s appraisal process and talent management program.
  • Foster dissemination and cross-fertilization of information within the Unit, Division and Directorate.
  • Define and deliver the Unit’s digitalization strategy aimed at increasing overall efficiency, implementing process optimization, automation, and standardisation. Collaborate with stakeholders to ensure alignment and successful execution of digital initiatives.
  • Develop, maintain, and report on performance indicators for the Unit’s activity.
  • Ensure the establishment and maintenance of the Unit’s policies, procedures, and controls in line with best practices and the Bank’s Internal Control Framework.
  • Lead projects and/or working groups of horizontal nature in the Bank/EIB Group to establish and maintain appropriate internal cooperation and communication.
  • Contribute to the delivery of initiatives that can go beyond the strict boundaries of the Unit’s domain.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in business administration, accounting, finance, or related fields.
  • At least 5 years relevant professional experience gained in a multinational organisation.
  • Proven track record in leading and developing a team.
  • Proven track record in developing and executing process optimisation and digitalisation strategies in the domain of the Unit’s responsibilities.
  • Knowledge of Enterprise Resource Planning (ERP) solutions, in particular sound knowledge of Accounts Payable, Accounts Receivable and Expense cycles.
  • Knowledge of VAT legislation and general accounting principles.
  • Excellent communication and interpersonal skills, with the ability to build relationships with clients and other stakeholders and deliver in a cross-functional environment.
  • Strong problem-solving skills as well as strong analytical mindset with the ability to translate data into actionable insights.
  • Sound knowledge of standard MS office tools (especially MS Excel), enterprise resource systems (such as PeopleSoft Financials AP, AR, Expense modules) and reporting solutions (such as Business Objects); knowledge of Accurate Reconciliation will be an advantage.
  • Proven experience and/or a certification in project management will be a distinct advantage.
  • Understanding of EIB’s mission, activities, organisation, and administrative procedures will be an advantage.
  • Excellent knowledge of English and/or French (**), with a good command of the other. (Knowledge of other EU languages would be an advantage).

As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
