This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union’s bank, is seeking to recruit for its Management Committee (MC) – Office of Vice-President Ioannis Tsakiris (MC/IT/-/ITO) at its headquarters in Luxembourg, a Head of Vice-President Office*.

This is a full-time position at grade 6. The term of the contract is until June 2028.

*Internal benchmark: Senior Head of VP Office.

Panel interviews are anticipated for June 2024.

Purpose

As the Head of the Vice-President (VP) Office, you will be responsible for leading and providing guidance to the office team members while developing and maintaining a positive working relationship with colleagues across MC offices and the Directorates of the Bank, in order to deliver necessary and balanced advice to MC member in his governance capacity for the entire organisation.

Operating Network

You will report to the Vice-President and maintain regular contacts with the other offices of MC Members as well as with all Bank’s Directorates. You will work alongside high-level representatives from EU-MS ministries and institutions as well as key stakeholders outside the EU.

Accountabilities

  • Plan, organize and supervise the activities of the VP office, and ensure an effective and successful implementation of the office task.
  • Ensure an effective cooperation and coordination among team members as well as with the other offices within the MC area and services.
  • Lead the VP Office staff (i.e., setting individual objectives, reviewing performance and providing ongoing feedback).
  • Set the goals, work plans and key operational processes in order to support the achievement of the team’s objectives.
  • Ensure that all necessary skills, knowledge and competencies are available for the VP office’s everyday operations, maintain these at the desired level and develop in case of gaps.
  • Develop, foster and maintain a wide network of contacts (institutional and political) and engage in sectorial platforms, working groups and think tanks to promote EIB Group activities and share bank experiences.
  • Advise the Vice-President on institutional, strategic, governance and operational domains related to the Institutional and Horizontal Oversights of the Vice-President, including preparation and support for Management Committee/Board of Directors meetings, briefings, speeches, special notes and/or presentations.
  • Conduct research and specific studies and assure consultation on important subjects of the Bank and liaison with other directorates / centre of expertise within the Bank.
  • Upon request of the Vice-President, intervene in meetings or events inside and outside the Bank, and support MC members with preparation of meetings and summits.
  • Analyse the documentation related to all points of the MC and Board of Director agendas, conduct research on issues/files requiring more profound analysis (in consultation with the Directorates) in order to provide advice to the Vice-President on questions that might be discussed during the meetings of the Bank’s governing bodies.
  • Contribute to EIB ’s efforts to maintain full compliance with best banking practices applicable to the Bank.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in finance, economics, social sciences, law or another related discipline. An MSc and/or Ph.D. in the above-mentioned related disciplines would be an advantage.
  • At least 10 years of relevant professional experience, acquired preferably in government, EU institutions, public sector, International Financial Institutions, or similar organisations.
  • Experience in or proven capabilities of managing and coaching people – (e.g. contribution to: determining team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback)
  • Very good understanding of the EIB’s mission, policies, procedures, organization and activities as well as the political framework in which the Bank operates. Very good knowledge of the procedures of the public sector would be an advantage.
  • Demonstrable knowledge of the procedures and functioning of the European Institutions. Knowledge and participation in International Financial Institutions would be an advantage.
  • Good command of office tools (Word, Excel, Power Point)
  • Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of Greek, Romanian, or Danish would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
