The Well-Being, Inclusion, Sustainability and Equal Opportunity (WISE) Centre’s mission is to strengthen and advance the OECD’s work on well-being, sustainability and inclusion agendas. WISE is working to consolidate the OECD’s position as the leading international organisation in these areas, ensuring that these cross-cutting themes become more effectively institutionalised within the Organisation and that the OECD’s advice in these areas become more impactful. WISE works to devise new and people-centred policy solutions on topics ranging from inequalities of opportunity and poor social mobility, to loneliness, low well-being and mental health. Our work is grounded in the contexts of today’s policy priorities and global challenges, from pandemic recovery to cost-of-living crises, and from digitalization to environmental depletion and climate change.

WISE is looking for two Senior Economists / Policy Analyst to lead the Well-being Data Insights and Policy Practice Unit and the Inequalities Unit of the Centre.

The Well-Being Data Insights and Policy Practice Unit is responsible for building the evidence base for WISE policy-making, including the analysis of trends in well-being, inclusion and sustainability, and developing policy-relevant advice and tools to support government decision-making. The Unit is responsible for the Well-Being Knowledge Exchange Platform. The Inequalities Unit is responsible for conducting analysis on trends, drivers and consequences of social and economic inequalities, social mobility and equal opportunity, and for providing countries with evidence-based policy analysis to achieve fair growth. The Unit is responsible for the OECD Observatory on Social Mobility and Equal Opportunity.

The successful candidates will also support the general work undertaken in the WISE Centre. They will have proven skills as analysts, thought leaders and communicators, with solid experience in managing and developing staff, building excellent relationships within and across teams, and leading projects from design through to dissemination. Their work will be supervised by the Director of WISE.

Main Responsibilities

Analytical leadership (Head of Well-Being Data Insights and Policy Practice Unit)

·      Provide intellectual leadership to the development, design and implementation of well-being, inclusion and sustainability frameworks, indicators and analysis.

·      Oversee the implementation and development of the OECD Well-Being Knowledge Exchange Platform

·      Lead or oversee conceptual, methodological and policy work on thematic topics, including well-being and mental health, social connections, subjective well-being, and other emerging policy priorities.

·      Ensure the continuous development and dissemination of the OECD well-being database and all associated products, including country profiles; the flagship How’s Life? report; and the Better Life Index website.

·      Draft and co-ordinate the development of reports, flagship publications, policy briefs and briefings in connection with the projects, including conceptual planning and dissemination of the reports.

·      Provide both ad-hoc and structured support to member countries on well-being measurement and policy.

·      Contribute to the wider agenda of the WISE Centre, coordinating and creating synergies within the Centre and with other teams across the OECD.

•    Review and comment on analytical work undertaken in other Units and other parts of the OECD.

Analytical leadership (Inequalities)

·       Provide intellectual leadership to the development, design and implementation of research on inequality.

·      Oversee the implementation and development of the OECD Observatory of Social Mobility and Equal Opportunity.

·      Ensure methodological and conceptual development of OECD inequality and social mobility indicators, contribute to the latest development of nowcasting income distribution and of new evidence of household economic insecurity and income instability.

·       Prepare proposals and elaborate novel theoretical and empirical approaches for the analyses needed for follow-up inequality work in the light of the crisis development.

·       Draft and co-ordinate the development of reports, flagship publications, policy briefs and briefings in connection with the projects, including conceptual planning and dissemination of the reports.

·       Provide both ad-hoc and structured support to member countries on inequality measurement and policy.

·       Contribute to the wider agenda of the WISE Centre, coordinating and creating synergies of the inequality work within the Centre and with other teams across the OECD.

·       Review and comment on analytical work undertaken in other Units and other parts of the OECD.

Team and project leadership and management (both positions)

·       Lead and support the professional development of a team of economists, policy analysts, statisticians, interns and consultants.

·       Ensure successful management of the Unit as a whole, including developing strong working practices, good communication, a positive and supportive team atmosphere, and effective use of resources.

·       Develop innovative and collaborative projects and manage them from conceptual planning and design, through to completion, dissemination and implementation/mainstreaming.

·       Identify and contribute to recruiting analysts, consultants and interns.

Effective fund raising (both positions)

·       Initiate new and contribute to ongoing fund raising, building a strong external network to support this.

·       Work with the Head of Partnership in WISE to ensure coherence and cross-fertilisation of fund raising efforts done by the unit and the Centre.

Representation and outreach (both positions)

·       Represent the OECD at relevant institutions and in expert and policy networks.

·       Present progress and final reports on projects to OECD bodies (Working Parties, Committees) and other stakeholders, e.g. the European Commission.

•     Present WISE work at external and internal high-level conferences and events.

•     Contribute pro-actively to the dissemination and promotion of OECD work via traditional and social media, including interviews.

 

Ideal Candidate Profile

Academic Background

·       An advanced university degree in economics, social or political science, econometrics or related discipline, with a strong foundation in quantitative analysis.

Professional Background

·       A minimum of eight years’ work experience in conducting and leading research and analysis on well-being, inclusion and sustainability in academia, national administration, research centre or an international organisation.

·       Experience in advanced up-to date quantitative and qualitative methods, in drawing policy implications from the analyses and in formulating policy recommendations.

·       Proven capability in planning and implementing complex projects.

·       Strong managerial and leadership skills with the ability to build and motivate teams.

·       Excellent drafting skills and ability to prepare reports and communications materials, including for policy makers and a lay audience and readership.

Languages

·       Working knowledge of both OECD official languages (English and French) would be an asset.

·       Knowledge of other languages would be an asset.

Contract Duration

·       2-years fixed term appointment, with the possibility of renewal.

What the OECD offers

·       Depending on level of experience, monthly salary starts at either 6,130 EUR or 7,563 EUR, plus allowances based on eligibility, exempt of French income tax.
