Based in The Hague, Netherlands you will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour.
The Joint Intelligence, Surveillance and Reconnaissance (JISR) Centre is responsible for the full life cycle of its services. The JISR Centre’s Vision is to assure information superiority for NATO. Its Mission is to deliver, support and protect valued Intelligence, Surveillance and Reconnaissance (ISR) capabilities, expertise and services and to maximise operational effectiveness for NATO.
You will assist the JISR Centre Business Manager in managing the portfolio of programmes, projects and services in the overall JISR Programme of Work (POW). You will also assist in tracking and reporting the health and status of services, projects, portfolios and programmes including collecting relevant information and carrying out statistical analysis relating to project and service execution, metrics and key performance indicators for service delivery. In cooperation with the JISR Centre management team, you will monitor effective resource planning to ensure optimal allocation to projects and services. You will also assist in the preparation of the annual Business Execution Plan (BEP), provide inputs to the project start-up process and service level agreements to ensure essential data is included and project plans are realistic and achievable, approve project plans and cost estimates prior to dissemination and provide guidance and support to project managers.

About you
We are looking for a talented and knowledgeable Head Project Management Officer with Bachelor’s degree in a relevant discipline and 3 years of post-related experience.
A different qualification coupled with particularly relevant experience may also be considered.
You should also have:
· Experience and expertise (at least 3 years) across the Programme, Portfolio and Project Management domain
· A recognised formal Project Management qualification, such as PRINCE2 or PMP. The lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain
· Experience with enterprise Project Management planning tools such as Microsoft Projector similar
· Proven ability to communicate effectively orally and in writing with good briefing skills
Knowledge of English, both written and spoken, is essential.
