Our Work in Sierra Leone
Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview | |
In Sierra Leone, electronic medical records (EMR) make a major contribution to PIH efforts to strengthen healthcare systems. PIH and its partners pioneered the development of OpenMRS, an open-source electronic medical record system. PIH-SL, SHIS in collaboration with the PIH Coordination site, develops and supports the electronic medical record system in use in the rural District of Koidu (Kono District Hospital) and Wellbody health center, with patient records supporting care for HIV, TB, NCDs, Mental Health and maternal and child health.
The Health Informatics Specialist is working under the supervision of the eHealth Manager and under the strategic oversight of the SHIS Lead. This position is a technical position that adds technical expertise to the eHealth unit for all digital health interventions happening at Maternal Center of Excellence (MCOE) and PIH-SL EMR expansion projects. The position will support PIH-SL’s Strategic Health Information System (SHIS) and District Health Management Team (DHMT), in uplifting digital health interventions in Sierra Leone, as this position will provide technical expertise and medical informatics insights. The role will be a pillar in bridging the collaboration between IT, software development, clinical and data custodian stakeholders.

Essential Duties and Responsibilities: | |
· Support end-users of HIS such as EHRs (OpenMRS), mHealth (CommCare) and reporting (DHIS2, Data Warehouse) systems
· Actively monitor HIS system data for compliance with SOPs and implementation success. · Support the interoperability of HIS systems · Collaborate with cross-functional teams (clinicians, administrators, data analysts, IT professionals) to identify and refine clinical and reporting workflows for the MCOE. · Document clinical and reporting workflows as requirements for development of HIS tools (EHR and Reporting) · Conduct usability and user-acceptance testing on HIS systems. · Communicate and collaborate closely with PIH-Boston SIS and MedInfo teams on RMNCH-related digital health projects. · Liaise with SHIS managerial levels for updates, approvals, and alignment with strategic goals. · Collaborate with the MOHS digital health team to ensure that PIH-SL digital solutions comply with government standards and protocols for MCOE projects. · Mentor and build technical capacity for digital solutions within the SHIS department, including training eHealth officers and other members of the team where needed. · Develop training content to facilitate smooth transitions and promote user acceptance of digital health systems like mHealth. · Facilitate knowledge-sharing activities with Boston SIS, including periodic updates on digital health advancements. · Ensure proper documentation and create workflow charts for the utilization and implementation of digital tools. |

Education and Work Experience Requirements | |
· Bachelor’s degree in computer science, ICT, management information systems, information technology, health informatics, or a related field. Master’s degree added advantage
· Minimum of 5 years’ experience working in the digital health or health informatics domain. · Experience in the implementation of business intelligence tools. Power BI preferable. · Experience with end-user support, documenting system workflows · Ability to manage multiple assignments, prioritize tasks, and meet deadlines. · Strong problem-solving skills and the ability to work with minimal direction. · Demonstrated cultural competence and ability to work in diverse settings. · Exceptional communication skills for engaging with end-users and other stakeholders. · Proven ability to build relationships and foster collaboration among teams including system users. · Intellectual curiosity and a commitment to continuous learning in informatics. · Experience working in hospital organizations or medical settings. · Familiarity with patient management tools and workflows.
