JOB DETAIL

This position is located in the Washington, DC Commuting Area in the Bureau for Global Health (GH), Office of HIV/AIDS, Prevention, Care and Treatment Division, at the U.S. Agency for International Development (USAID).

Duties

  • Serves as an expert providing technical leadership in HIV prevention, care, and treatment focused on children, adolescents, pregnant/lactating persons, and families. Generates policy recommendations on interventions and provides technical support.
  • Provides direct technical support to USAID Missions and Bureaus to ensure that HIV treatment programs are effective, efficient, and sustainable, with effective working relationships with relevant stakeholders.
  • Advises USAID missions on technical developments in HIV clinical service delivery, focused on integrated child and family-centered services, including case finding, linkage/adherence support, and ensuring durable viral suppression.
  • Synthesizes and shares up-to-date research findings and best practices to improve HIV programs for children, adolescents, and families; develops recommendations/materials for OHA, Agency, and PEPFAR leadership on relevant strategies and investments.
  • Develops recommendations and materials for OHA and Agency leadership on strategies and investments focused on children, adolescents, pregnant/lactating persons, and families.
  • Supports grants, cooperative agreements, and contracts designed to implement, monitor and evaluate HIV programs, including serving as a Contracting/ Agreement Officer’s Representative (COR/AOR) as needed.

Qualifications

Basic Education Requirement: Bachelor’s or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Specialized Experience:
GS-14: In addition to the basic education requirement, you MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Serving as a technical lead for pediatric/adolescent HIV care and treatment and prevention of vertical HIV transmission programs in low-to-middle income countries; b) Developing and implementing strategic direction and guidance for HIV treatment and/or community-based health programs in low-to-middle income countries with a focus on children, adolescents, pregnant and lactating persons, and families; AND c) Analyzing key programmatic data and research findings and best practices around HIV prevention, care and treatment in low-to-middle income countries.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
