Scope of work
Under the supervision of the Regional HR Manager, the consultant will support the Regional HR Team with the recruitments for the consultants of ECARO’s O/P Rome, Italy:
- Create in TMS the appropriate requisitions for consultant
- Advertise approved consultancies as per endorsed TORs
- Conduct the longlist and sharing it with the hiring manager with 3 days SLA following the VA closure date.
Additionally, the consultant will be supporting ECARO HR with 1 training for staff and Strength Mapping in Moldova CO.

Consultant’s Workplace and Official Travel
This is a home-based consultancy contract with no travel.
Estimated Cost of the Consultancy & Payment Schedule
Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines.
Please propose a lumpsum professional fee (in USD) based on 34 working days.

Knowledge/Expertise/Skills required
- First university degree (Bachelor or equivalent) in Human Resources, Business or Public Administration, Administrative Law, Sociology, Psychology and related fields
- At least five years of experience in HR, specifically covering recruitment, administration of individual consultants and contractors, data analysis. UNICEF working experience with the knowledge of TMS is highly desired.
- Fluency in written and oral English language is required

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
