CONTEXT:
As Global WASH Specialist, you are a member of the Basic Needs & Economic Inclusion Unit, part of the Social & Inclusion Division (S&I Division).
The S&I Division is composed of 20 persons, around 4 Technical Units: Basic Needs & Economic Inclusion, Inclusive Education, Social Development, and Technical Assistance for Inclusion (ITA).
The Basic Needs & Economic Inclusion (BaNEREI) Unit, currently composed by 7 people: 1 Global Shelter Specialist, 1 Global Emergency Cash & Economic Recovery Specialist, 1 Global Food Security Specialist, 1 Global WASH Specialist, 1 Global Economic Inclusion Specialist and 1 Policy Development Officer and 1 Manager. This Technical Unit encompasses initiatives in emergency, recovery and development settings with around an average of 70 projects in more than 35 countries that range from WASH and NFI distribution, Food Assistance (delivered through in kind, voucher or cash), Self-Employment and Livelihoods, Wage Employment, Graduation model projects, Economic Recovery and Resilience.
As Global WASH Specialist, you will support the implementation of HI strategy for the WASH sub-sector, lead and provide technical and strategic support for the design and implementation of WASH projects in the countries of intervention, reinforce the WASH capacities of HQ and field staff and participate in and represent HI in global WASH networks.
DESCRIPTION DE POSTE :
OBJECTIVES:
You will be under the responsibility of the BaNEREI Unit in support of the operational teams (headquarters and field), with a strong functional link with the other Specialists. As well, capitalizing on WASH transversal nature, you will act as Team Leader to ensure the coordination between the Basic Needs fields, provide internal coordination with the Emergency Unit based in Lyon and seek for synergies with other relevant sectors (Health, Education, Inclusive Humanitarian Action, etc.).
MAIN RESPONSIBILITIES:
1. Technical Expertise:
– Develop/update technical guidance and standards for WASH interventions in HI and specifically follow-up on the last two sectoral guidance: wash and accessibility & wash in schools’ technical papers;
– Propose a review, in collaboration with shelter and accessibility of HI, WASH and construction/infrastructure strategies;
– Provide strategic and technical support to the country teams;
– Develop systems and processes to promote technical quality and to ensure the relevance of HI’s WASH activities;
– Follow-up on the “filière métier” topic, as well as recruitment for ITA and emergency rosters.
2. Influence:
– Contribute to building the reputation and influence of HI’s experience in WASH, including inclusive WASH;
– Represent HI in relevant sector WASH networks (Sanitation working group, WASH cluster, etc.);
– Identify potential donors, networks, partners, NGOs, influential groups aligned with the HI WASH strategy.
3. Business development:
– Contribute to the development of major opportunities or new projects that include WASH activities;
– Contribute to the conception of projects responding to the WASH needs of populations affected by a crisis with particular attention to vulnerable people and people with disabilities;
– Identify and develop global partnerships and/or major consortium with NGOs, research institutes, multilateral organizations and the private sector on technical priorities or on important thematic issues related to WASH.
4. Contribution to the Emergency Division working plan – participate actively in the projects led by the Emergency Division:
– Coordinate with HI Emergency Team. Moderate those meetings on behalf of the different Basic Needs sub-sectors (Food Assistance and Shelter & NFI mainly);
– Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapts his/her working modality to contribute to an effective HI humanitarian response.
5. Contribute to the implementation of the Basic Needs technical strategy and promote internal synergies:
– Contribute actively to the strategic and programmatic development of the Basic Needs sector within the Social & Inclusion Division;
– Contribute to the Leave No One Behind (LNOB) project led by HI Germany. This project aims at providing a mooc on inclusive WASH to the sector. This will be done through a core group of NGO supporting the development of the contents based on the IASC guidelines;
– As a team leader, support and coordinate the “Basic Needs” sector (Food Assistance, WASH, Shelter/NFI).
As one of the staff located at HQ, ensure coordination with other departments (02, other technical specialists, logistics, HR, IHA etc.) for Basic Needs-related matters.
PROFIL ATTENDU :
DESIRED PROFILE:
– A bachelor or Master Degree in a WASH related field (public health, health education, engineering, environmental studies, or a related field) or an equivalent training and/or practice in a WASH related discipline.
– At least 5 years of experience in the implementation of WASH programs in emergency contexts, demonstrating knowledge of WASH key concepts, standards, approaches in emergency contexts and integrated approaches.
– Good knowledge of the design, implementation and evaluation of water and sanitation activities in emergencies and protracted crises. Knowledge or experience in market-based approaches or human centred design is an advantage.
– Experience in implementing inclusive approaches, specifically integrating disability, gender and age in WASH activities or other related fields is a must.
– Excellent command of French and English is required, Spanish or Arabic is a plus (please note that English is the working language within the BANEREI team)
– Experience in developing concept notes and proposals for a range of donors, experience in the design, implementation and evaluation of hygiene promotion activities including hygiene kit distribution, hygiene behaviour change, and menstrual hygiene management.

Based in Lyon or Paris, the position is located in Open Space, boxes are available for quieter if necessary and the work space is very bright. The position is easily accessible by public transport (bus, metro). A parking lot is also available.
Concerning the building, elevators and access ramps are available.

– Type of contract: Open-ended contract ‘Cadre’ status from 1st February 2024 or possibly sooner
