THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General.  Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid.  As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)

Within the OECD’s Executive Directorate (EXD), the Human Resource Management Service (HRM) is responsible for providing stewardship of the Organisation’s human capital on behalf of the Secretary-General. The Client Services Group (CSG) provides Directorates with a first point of contact for all people management matters and assumes overall responsibility for all aspects of HR client support work related to resource planning and people management within Directorates (recruitment, performance management, engagement, retention).

EXD/HRM/CSG is looking for an HR Analyst to integrate and transform disparate information systems and data into quality people analytics solutions.

THE POSITION

The selected candidate will report to the Head of CSG. The HR Analyst will have an in-depth understanding of business and human capital challenges and will apply analysis techniques to develop and leverage process improvement and change management. They should address business needs with a research-thinking mindset, provide technical and analytical support to different internal clients, and should have excellent collaborative skills.

 

Main Responsibilities

Research and Analysis

·       Develops objective HR related metrics during both everyday operations and key change initiatives.

·       Provide support to end users on new recruitment platform (SmartRecruiters) and other job-related duties as assigned.

·       Collect, compile and analyze HR data, metrics and conduct statistical research (often in Python, R, SAS, or a similar language).

·       Work closely with HR business partners and other internal clients to help translate business needs into technical enhancements and process improvements, and coordinate with other areas of HRM on testing and implementation.

·       Leverage analytical data to identify areas to streamline processes, and identify key takeaways and recommendations. Establish analytical standards for the team in CSG.

·       Make data-driven recommendations to aid management in decision-making, improving existing HR policies, practices and/or designing new tools.

·       Provide process and project briefings, and other related updates and reports on a periodic and ad hoc basis to the Head of CSG, senior managers, and other internal clients.

Communication and Training

·       Design communication materials (slides, brochures, booklets etc.) to promote new tools, and practices and enhance engagement with current process for non-technical audiences

·       Support the provision of evidence based strategic advice to various stakeholders to achieve organisational priorities and integrate data into our communication and decision-making strategies

·       Learn the systems, processes, tools and platforms in order to provide technical training and guidance.

·       Support the People Management Cycle including with planning and design of materials and reports, organising and participating in capacity-building webinars and workshops.

Projects and Coordination

·       Work closely with the Head of CSG on the development of relevant KPI, tool design, data collection, analysis and reporting to support change management and process improvement.

·       Analyse and present key metrics in line with core strategic projects, and to assess the effectiveness of current policies and practices.

·       Analyse, develop and improve internal systems and processes for ensuring efficient processing and communication 

 

 

Ideal Candidate Profile

 

Academic Background

·       Advanced university degree in Human Resources, Analytics, Data science, social sciences, Information Management or related field.

Professional Background

·       A minimum of 3 years equivalent work experience related to the above academic background, or a university degree with 4-5 years equivalent related work experience.

·       Proven track record of demonstrating intellectual rigour and curiosity to assess issues, needs and solutions of complex issues.

·       Proven experience in conducting research and analysis of organisational development issues using quantitative and qualitative information.

·       Demonstrated ability to perform data retrieval, interpretation and write-up of analysis and recommendations.

·       Strong communication skills with the ability to articulate and present key findings with high impact, including to a variety of non-expert internal audiences to drive change management and stakeholder engagement.

·       A strong understanding of the rationale underlying HR policies and programmes would be an asset.

Tools

·       Proficiency in query and programming languages. Skills in programming with R / Python would be an asset

·       First-hand experience with graph visualization and analysis tools including Power BI, Business Intelligence, Reporting etc.

·       Experience with application tracking systems, such as SmartRecruiters, would be an advantage.

·       High proficiency in Microsoft Office suite, especially Power Point, Word and Excel

Languages 

·       Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration

·       Two-year fixed term appointment, with the possibility of renewal.

 

What the OECD offers

·       Depending on level of experience, monthly salary starts at 5.136,43 Euros, plus allowances based on eligibility, exempt of French income tax.

·       Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
