IFC’s Human Resources (HR) Department provides strategic partnership to the business to develop and implement workforce strategies and meet organizational goals, including attracting, developing and deploying diverse and skilled talent through the following units:

•  Client Services offers strategic HR partnership, program implementation, support and solutions to staff and management globally through our HR Business Partner network.
  Diversity, Equity, and Inclusion supports the organization to build a diverse workforce, embrace equity, and foster an inclusive workplace.
•  Strategy and Organizational Effectiveness elevates employee experience and effectiveness through digital HR solutions, policy enhancements, organizational design, and workforce planning.
•  Global Talent Acquisition and Mobility Services facilitates the end-to-end recruitment process in partnership with hiring managers and attracts candidates with desired skills to join IFC. Supports candidates and staff who are relocating internationally (coming in FY25).
•  Talent and Incentives designs a skills-based talent management approach encompassing best practice HR solutions in onboarding, mentoring, career management and mobility, performance/talent management, incentives and awards, and leadership development.

IFC is looking to recruit an HR Manager for HQ Client Services to lead the client facing team serving the IFC Vice Presidencies. In close collaboration with HR Managers for Regional Client Services and Centers of Expertise (COEs), s/he will drive efficient and consistent implementation of key people processes, including workforce planning, talent review, performance management, and career development. This role will also be responsible for the implementation of IFC’s strategic priorities and for the delivery of HR services, ensuring the alignment with IFC’s overall strategic objectives. The position will report to the IFC HR Director, as part of the IFC HR Management Team.

Duties and Accountabilities:
•  Lead the development and implementation of a comprehensive HR strategy for the internal clients based in Headquarters, in alignment with the organization’s overall HR Strategy and strategic goals and objectives.
•  Lead HR agenda and partner with senior management teams to formulate and implement a transformational talent agenda aimed at recruiting, developing, and retaining the best talent in line with business needs and corporate process.
•  Collaborate with IFC COEs and with People and Culture (IBRD) teams to co-create institutional and customized programs and to ensure that the best practices are embedded into all processes, tools, and frameworks.
•  Partner with leaders across IFC to identify and address key talent management challenges, in areas of recruitment, retention, career management and development of top talent.
•  Proactively provide strategic guidance and support to leaders on organizational design, workforce planning, and change management initiatives.
•  Enhance IFC’s organizational effectiveness through consistent implementation and best practices of talent reviews, performance management, and appropriate staff development and rotation plans.
•  Ensure that HR policy applications are consistent with World Bank policies and that any policy adjustments needed for business-related needs are brought into the policy development process in a timely manner.
•  Ensure a consistent and dependable level of service from HR business partners across theVPUs.
•  Provide timely guidance and support to line managers and staff to resolve conflicts and build a culture of high performance and accountability.
•  Drive effective HR teams and programs that bring organization-wide trust and value for HR functions through promoting employee engagement and enabling a high-performing workforce to contribute to IFC’s strategic growth.
•  Build and maintain networks of senior HR professionals in other international organizations and key global private sectors to share information and bring in the latest external thinking and best practices.
•  Build and maintain strong relationships with key stakeholders, including senior leaders, employees, and external partners.
•  Lead and develop a high-performing HR team that is aligned with the organization’s goals and objectives as well as foster a culture of continuous learning and development.

People/Talent Management responsibilities:
•  Model exemplary World Bank leadership values and managerial behaviors as well as reinforce these qualities among team members.
•  Provide leadership, direction, and coaching to develop a high performing and talented team.
•  Drive and inspire technical excellence by creating an environment of learning and innovation that attracts and develops the best talent with diverse backgrounds.
•  Lead and support the unit in developing and implementing appropriate strategies for staffing, deployment, talent, and performance management.

Resource Management responsibilities:
•  Accountable for delivering the agreed upon work programs through cost-effective use of resources (human and budget) within the agreed parameters and in compliance with internal controls and policies.
•  Mobilize and manage financial resources in compliance with policies.

Knowledge Management responsibilities:
•  Disseminate the best practices and lessons learned in HR.
•  Ensure adequate flow of knowledge and expertise to support clients with the highest quality support and knowledge.

 

Selection Criteria

•  Commitment to IFC’s mission, unquestionable integrity, demonstrated leadership values, and exemplification of World Bank managerial competencies, as referenced below.
•  At least 12 years of experience in positions of increasing complexity and responsibility in Human Resources.
•  Advanced degree in relevant field (e.g., human resource management, organizational development, business administration or related discipline).
•  Deep understanding of business drivers, demonstrated client focus, strong client relationship management skills, and proven ability to collaborate with internal and external partners to drive for results.
•  Demonstrated experience in successfully translating business and HR strategies into the design and implementation of programs.
•  Ability to generate HR data and use the insights from data analyses to guide HR policies and business decisions.
•  Ability to handle complexity and ambiguity as well as deal with competing priorities and tight deadlines.
•  Mental agility to keep pace with a constantly evolving business environment.
•  Strong leadership capabilities and experience in managing people, especially in leading diverse and high-performing teams.
•  Highly developed personal integrity, strong values, and ethics.
•  Experience of leading change efforts/initiatives which involve senior level stakeholder input.
