Under the general supervision of the HR Operations Section Chief, the successful candidate will oversee the end-to-end HR onboarding and separation processes for HQ employees and long-term experts in the field, ensuringtimely and accurate processing of visa and relocation arrangements, benefits payments, effective application of relevant policies, and efficient operation of day-to-day and personal informationmanagementprocedures, thereby contributing to the overall efficiency and effectiveness of the department. The HR Officer will lead the Onboarding and Separations team and workclosely with key partners and stakeholders in CSF, FIN, HRD, and ITD, among others, ensuring Key Performance Indicators (KPIs) are met, instilling proper controls, and developing a culture of strong customer service and accountability.

 

Major Duties and Responsibilities

  • Assume subject matter expertise for appointment and resettlement benefits, ensuring the accurate administration and disbursement of eligible payments while mitigating reputational and financial risks for the organization.
  • Ensure compliance with Fund and U.S. regulatory requirements for new employees by implementing effective controls and related processes. Collaborates with departmental HR teams, visa, recruitment, and policy teamsto resolve complex G-4 visa cases when necessary.
  • Promote high client satisfaction by prioritizing the employee experience (people, process, technology, information) and establishing standardized, streamlined work practices.Collect service performance data and feedback from stakeholders to gauge service satisfaction, drive process improvement, and recommend technology enhancements.
  • Safeguard the integrity and accuracy of new employee records and data for reliable benefits administration. Ensure HR platforms and onboarding/offboarding workflows are fit for purpose by developing timelines, roles and responsibilities, and monitoringthe effectiveness of the technology and services toensureservice levels and target satisfaction rates are met.
  • Manage and resolve complex customer inquiries and issues in adherence to Fund policies, documenting actions in HR systems and overseeing resolution. Escalate issues to policy/process owners and technologyteams to resolve.
  • Oversee records management and ensure HR published service content (procedures, policies, guides) is current and clear.
  • Collaborate with policy divisionsand technology teams to streamline and optimize policies and processes by recommending changes based on client feedback, precedents, and operational experience.
  • Oversee the planning, logistics, and delivery of client-facing events (e.g., seminars, open houses), ensuring internal requirements and customer expectations are met.
  • Monitor upcoming HRD policy, process, and technology changes to anticipate potential impacts on the team’s operations and service delivery.
  • Perform other duties as assigned.

 

Qualifications

A master’s degree, or equivalent, in human resources or a related field;or a bachelor’s degree in human resources or a related field, supplemented by a minimum of six years of relevant professional experience; or a minimum of two years of relevant experience at grade A8, or equivalent, is required.

 

In addition, the successful candidate should possess the following qualifications and competencies:

  • In-depth knowledge of policies, practices, and programs within HR, with an understandingof own operation areas as well as broader context of Fund policies and procedures. Makes sound decisions based on seasoned experience.
  • Detail oriented with full awareness of the fiduciary responsibilities and potential risks in administering high value benefits andoverseeing regulatory compliance. Exercises the utmost discretion and sound judgment in handling complex and sensitive matters.
  • Proficiencywith the Fund’s use of PeopleSoft, Workday, and ServiceNow with HR processes, and proven track record of successfully leveraging technology for continuous improvement.
  • Ability tolead/overseejunior team members, encouraging teamwork consistently and exhibiting good judgement in managing workflow and delegating work.Motivates staff performance and fosters a positive work environment while developing staff.Ability to train and coach junior and senior HR Analysts on relevant benefit programs, maintaining accuracy and quality in work products, according to Fund policies and standards.
  • Excellent organizational and planning skills in a fast-paced environment. Ability to manage the team’s work, generate, and implement innovative and practical solutions that improve client and administrative experience.Ability to respond quickly to varied and competing priorities and to adapt to changing client needs or deadlines. Ability to work efficiently with team under pressure in multiple areas and/or on more complex tasks.
  • Excellent interpersonal, oral, written, and persuasive communication skills. Presents well-reasoned and technically sound arguments in a persuasive manner. Communicates effectively, orally and in writing, with all levels of staff, including on difficult, sensitive, or complex subjects.
  • Demonstrated ability to build collaborative relationships across teams/departments, promote change, and provide exceptional customer service to both new employees and those separating from the organization.
  • Proven conceptual, analytical, problem-solving, and evaluative skills. Ability to conduct independent research and analysis, drawing conclusions, formulating options and recommendations, and presenting results to a wide audience.
  • Ability to leverage data analytics and performance metrics for decision making, process improvement, and problem resolution.

 

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.

 

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

 

It is expected that the position will be filled by a qualified candidate from within the department.
