I. MSF INTERNATIONAL
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of origins, religion, gender or political affiliation.
MSF International is the legal entity that binds MSF’s 24 sections, 27 associations and 18 branch offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.
II. POSITION BACKGROUND
The International Contracting Office (ICO) operates within MSF International as the centralized contracting entity for Internationally Mobile Staff (IMS) who lack an MSF contracting entity in their home country. Established in October 2023, the ICO currently supports five Operational Centers (OCs) in hiring IMS. By the end of 2025, it is expected to manage a payroll of approximately 3,000 employees. The ICO utilizes Workday as its Human Resources Information System (HRIS), sharing the same tenant as OCP. If additional OCs join this tenant, dedicated efforts will be required to ensure seamless operations and governance.
III. PLACE IN THE ORGANISATION
The HRIS Manager will report hierarchically to the Head of the ICO and will play a dual role: strategic HRIS leadership and hands-on technical expertise. This position is responsible for the governance, project coordination, and operational efficiency of Workday within the ICO. The HRIS Manager will oversee system integrity, implement best practices, and ensure smooth coordination between multiple entities using the shared Workday tenant.
As both a manager and a specialist, the HRIS Manager will lead system improvements, manage tenant-wide HRIS projects, and provide direct technical support alongside the HRIS Specialist. This role requires deep Workday expertise and the ability to drive HRIS strategy while also handling system configurations, troubleshooting, and end-user training.
IV. MAIN RESPONSIBILITIES
HRIS Governance & Strategic Ownership
Project Management & Cross-Entity Coordination
System Maintenance & Technical Oversight
Team Leadership & End-User Support
