The OECD Environment Directorate (ENV) in line with the strategic objectives of the Secretary-General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient, resilient and low-carbon development pathways. The Directorate currently comprises approximately 175 staff members working across a broad range of issues such as: climate change, biodiversity, water, eco- innovation, resource productivity and waste, environmental policy tools and evaluation, green growth, safety of chemicals, biotechnology and nanomaterials, and linkages between environment and tax, agriculture, energy, transport, development assistance, trade and investment policies.
The Environment Direcotorate (ENV) is looking for for an experienced Human and Financial Resources Manager to provide guidance and support on human and financial resources management and administrative activities and ensure compliance with corporate guidelines, and lead a team of RMOs and divisional assistants. S/he will report to the Head of the Division (HoD), working in close collaboration with the Directorate’s Head of Central Resource Management and will also work closely with staff at all levels within ENV and with central OECD services. The selected candidate will contribute to sound resource management with an aim for value for money while ensuring adherence to applicable corporate rules, policies and procedures.
Main Responsibilities
Co-ordination and Advice
- Provide financial and budget advice to the Head of Division (HoD) and the Head of Central Resource Management on the development of the Programme of Work and Budget; the overall management of financial and human resources; OECD and Environment Directorate policy implementation; general administration.
- Actively participate in the Environment RMA group and ensure knowledge sharing of practices and procedures within the ENV RMA group.
- Contribute to defining and updating internal financial management policies and procedures ensuring their alignment with OECD Best Practices/Financial Instructions.
- Act as back-up for the Head of Central Resource Management when necessary.
Human resources management
- Manage the team of RMOs and assistants in the division; provide advice, guidance and training taking into account of the peaks in workload within the division to build an efficient overall organizational workflow.
- Provide ongoing performance feedback to the team members, tackle underperformance issues, develop talent , up skilling and encourage staff learning and development.
- With the Head of Central Resource Management, contribute to the directorate’s overall recruitment planning and processes and related administrative actions. Participate, where needed, as a panel member for recruitments.
- Provide managers and staff with guidance on the application of corporate human resources rules and regulations, including processes, procedures, policies and practices.
- Contribute to corporate exercices as needed (HR strategy, workforce planning, follow up to MRG, training and development initiatives)
Programme of Work and Budget (PWB)
- Advise the HoD and Head of Central Resource Management in the design and implementation of the PWB within the OECD strategic management framework and participate in the evaluation of its implementation.
- Consolidate inputs and validate data, supporting multidimensional corporate accountability exercises, including the monitoring of PWB preparations, Committee Progress Report (CPR), Financial Reviews and Projected Budget Results. For this purpose, in close co-ordination with the Head of Central Resource Management, prepare and present materials, including official documents.
- Advise the HoD in the coordination, preparation, monitoring and implementation of the Division’s PWB; Committee Progress Reports (CPR) and Programme Implementation Reviews (PIR).
- Prepare and keep records of cost estimates and financial data for output results of the PWB.
- Input the required data for the PWB, CPR and PIR; check and verify coherence and consistency of the data.
Financial management
- Coordinate the overall financial exercices at Directorate level as well as the financial reportings for the senior management.
- Manage the Division’s overall budget (Part 1, VCs, Annex budgets), review and control all expenditure, prepare financial status reports, manage staff savings, carry-out reconciliation of expenditure when necessary and ensure validity of the supporting documentation.
- Provide guidance to managers, RMOs and assistants on the application of financial norms and procedures. Ensure compliance with OECD’s financial regulations, instructions, procedures, policies and practices, using the corporate financial and administrative processes, systems and tools.
- In collaboration with the HoD and programme managers, develop expenditure plans ensuring conformity of these plans with the Organisation’s Financial Regulations and the PWB; monitor the Division’s expenditure; identify and flag any shortfalls in a timely manner and suggest corrective action.
- Provide guidance to managers and assistants on procurement, and actively pilot competitive procurement processes, liaising with the central OECD purchasing group and legal department.
- Ensure complete and accurate financial records are kept for audit purposes.
- Determine key performance indicators (KPIs) for the division and analyse these on an ongoing basis to ensure increased efficiencies.
- Keep up tp date of and provide input on reforms in budgetary and financial procedures and systems, ensuring the division needs are taken into account.
Management of voluntary contributions (VCs)
- Coordinate the overall development and review of fundraising strategies in the Division.
- Participate in the preparation of VC applications; prepare VC budgets; maintain and update VC expenditure planning and monitoring tables and systems.
- Contribute to the negotiation process and review new offers in collaboration with managers, the Legal Directorate (LEG) and the Programme Budget and Financial Management Service (PBF); act as the focal point for the preparation of contracts and negotiations with Donors.
- Carry out all activities related to VCs through to their closure, preparing financial reports, ensuring that donor conditions are respected and that donors receive accurate financial and substantive reports.
Other
- Serve as ENV focal point for audit purposes and assure that all ENV financial transaction meet the requirement of the OECD’s Internal Control Framework and the Organisation’s Financial Regulations, Instructions and Procedures.
- Support the Head of Central Resource Management and represent ENV in various OECD-wide fora, foster synergies, knowledge sharing and collaboration.
- Provide input on reforms in budgetary and financial procedures and systems, ensuring that the Directorate’s needs are taken into account.
Ideal Candidate Profile
Academic Background
- A university degree in business or public administration, accounting, human resources management, finance or a closely related field.
Professional Background
- At least three years’ progessional experience in human resources and finance management, preferably in an international context.
- Proven experience in the interpretation and application of human resources and financial management procedures and policies.
- Very strong analytical quantitative and qualitative skills. Proven experience processing data and controlling expenditure preferably in an international organisation or similar working environment involving projects with multi-year financing.
- A sound knowledge of results-based budget and financial management. Experience with the Organisation’s Programme of Work, budget and financial management structure would be an advantage.
- Good knowledge of OECD processes and policies, Financial, Regulations, Rules, Instructions and Procedures, or experience in a similar role in another International Organisation, would be an advantage.
- Capacity to work in a team in an international environment and to demonstrate multicultural sensitivity and negotiation skills.
Tools
- Excellent level of experience in using resource management applications such as SAP, SRM, OBMR, GM, eVC, PWB (BET, PWCM) database, Business Objects, Taleo, HR Renewal, or the ability to very quickly master the use of such applications.
- Proficiency in standard MS-Office tools, and demonstrated abilities with Excel, are a requirement.
Communication and languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn the other.
- Excellent communication skills. Ability to foster and maintain very good working relations with colleagues at all levels, EXD services and donors.
- Ability to draft correspondence and other documents related to budget and personnel matters.

What the OECD offers
- Depending on level of experience, monthly salary starts at EUR 5,221 54 plus allowances based on eligibility, exempt of French income tax.
