Org. Setting and Reporting
This position is located in the Division of Administration, Human Resources Management Service, UNOG. The Human Resources Assistant reports to a Human Resources Officer.
Responsibilities
Within delegated authority, the Human Resources Assistant will be responsible for the following duties: RECRUITMENT AND PLACEMENT: • Participates in the selection of candidates through the online recruitment system Inspira. • Assists in the filling of posts for all categories, including initiating the on-boarding and induction process ensuring the completion of the pre-recruitment formalities, i.e. offer management, reference checks and academic verifications, medical clearances, travel arrangements, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statement of Emoluments. • Coordinates the release/reporting of selected candidates with managers and other HR officers. • Reviews and processes personnel actions and entitlements transactions though Umoja, the UN entreprise resource planning system. • Oversees the maintenance of staff files and tracks status of recruitment requests. • Advises staff on travel and visa matters. ADMINISTRATION OF ENTITLEMENTS: • Advises staff and administrative assistants in substantive offices on HR related matters, in particular those related to benefits and allowances. • Reviews and processes requests for entitlements and claims, including dependency allowance, mobility and related allowances, medical insurance, pension fund, etc. • Maintains Umoja reference documentation. STAFF DEVELOPMENT AND CAREER SUPPORT TRAINING: • Assists in the organization and participates in Umoja-related training courses and workshops, as well as briefing sessions on benefits and allowances. • Provides logistics and administrative support to briefing sessions organized by the service. GENERAL: • Monitors contractual status of staff members by utilizing reporting functionalities in HR systems. • Maintains HR related automated systems and applications including automated databases containing HR related statistics and prepares periodic reports. • Undertakes research on a range of HR related issues and assists in the preparation of notes/reports. • Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc. • Prepares written response to queries concerning HR related matters. • Trains and provides supervision to new and lower-level staff in the unit. • Performs other duties as required.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
Additional training/certification in human resources management is desirable.
Work Experience
At least seven (7) years of progressively responsible experience in human resources management, administrative services or related area is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. At least three (3) years of experience in human resources functions within the United Nations Common System or similar international organization is desirable. Experience in administration of staff contracts, onboarding, separation, benefits and entitlements is desirable. Experience in the processing human resources actions in ERP systems (such as Inspira, IMIS, Umoja or similar) is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required. Knowledge of another official United Nations language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
