Org. Setting and Reporting
The Human Resources Section (HR) has a transversal function in the organization and its aim is to ensure that ITC has the right quality of Human Resources with the appropriate skills and competencies in order to achieve its strategic and operational goals and to provide staff with a supportive, challenging and rewarding work environment in order for them to fulfill their potential and maximize their contribution to the organization. This position is located in the HR Administration Team.
Responsibilities
Under the direct supervision of the Associate Human Resources Officer and the general guidance of the Human Resources Operations team lead, the Human Resources Assistant will be responsible for the following duties: Consultant contract review, issuance and payment • Processes requests for the hiring of consultants, reviewing Terms of Reference, Consultant profiles and Fee levels to ensure they are in alignment with ITC policy • Performs transactions in UMOJA in the role of Approving Officer, approving Purchase Orders and preparing Consultant contracts for signature in line with ITC’s legal framework. • Reviews Consultant’s Performance Evaluation prior to final payment and contract closure. • Performs Personal Actions related to the maintenance of consultant master data in UMOJA. • Delivers responsive and positive client service by advising all internal and external clients on consultant contract management. • Requests, reviews and submits bank details for consultants (BIRD) to Treasury at the UN Office of Geneva (UNOG). • Advertises Consultancy opportunities in INSPIRA. • Promotes the integrity of the administrative processes as per ITC regulations and rules, maintaining at all times confidentiality, impartiality and consistency. • Participates in the organization of training sessions and conducts briefings and presentations related to consultant contract management • Consults with clients to identify system-related needs, and reports them in a timely manner • Proactively identifies potential opportunities for the enhancement of consultant hiring systems towards the streamlining of processes. • Provides general HR office support services; drafts and/or processes a variety of correspondence and other communications. • Sets up and maintains reference files and records (electronic). • Undertakes research on a range of HR related issues and assists in the preparation of papers. • Maintains automated database containing HR related statistics and prepares periodic reports. • Performs other duties as required.

Work Experience
A minimum of five years (3 years with a university degree) of experience in human resources management, administrative services or related area is required. Experience in processing consultancy contracts is desirable Experience working with Enterprise Resource Planning software is desirable. Experience within the United Nations common system is desirable.
Languages
Advanced knowledge of English. A working knowledge of French or Spanish desirable.
Assessment
Assessment will be undertaken through a comparative analysis of the applications. The assessment may also include a competency-based interview and/or other appropriate evaluation mechanisms.
