The Middle East and North Africa (MENA) region of GGGI operations has a growing and diverse portfolio of programs and projects. These in-country operations, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

PURPOSE

The Regional Office of GGGI Middle East and North Africa region (RO-MENA) is seeking a dynamic, team player, and results-oriented Human Resources (HR) Associate who reports to the Regional Director or Delegate. The HR Associate will be responsible for delivering human resources services to the MENA region. This includes conducting quality reviews of position job descriptions/terms of reference (with reference to GGGI standard templates and examples), coordinating the process of staff recruitment and onboarding, managing the engagement of individual consultants, interns, secondees, and volunteers, and supporting other corporate HR initiatives.

ENGAGEMENT

  • Work closely with the MENA Regional Director, the OED staff, and Country Representatives and Program Managers in countries to ensure integrity across staff recruitment and engagement of individual consultant processes, complying with established GGGI policies, and standards, while ensuring timely action and response.
  • In consultation with the Office of Human Resources at HQ (OHR) advise the MENA team, including Country Representatives, Project Managers, and OED staff, on general HR rules, best practices, standards of internal and external recruitment, and engagement of individual consultants, in line with GGGI’s policies.
  • Work with the OHR to support corporate HR initiatives and contribute to overall HR service improvement.
  • Provide timely and high-quality support to the Hiring Managers for the effective end-to-end execution of the recruitments.
  • Perform other tasks assigned as per required instructions, in support of the implementation of initiatives assigned with the MENA team.

DELIVERY

  • Maintain a reputation for quality and reliability through the provision of services consistently and in keeping with the policies and principles of the organization.
  • Review Job descriptions for staff and Terms of reference for consultants, ensuring consistent application and quality standards.
  • Coordinate the entire recruitment process with the Country Representatives, and Hiring managers, starting from longlisting to onboarding.
  • Manage the process of engagement of individual consultants, adhering to the established standards.
  • Ensure staff complete the corporate onboarding program and deliver a MENA onboarding program for staff to familiarize themselves with the MENA portfolio
  • Contribute to corporate onboarding program improvement, by engaging with OHR.
  • Coordinate implementation and raise awareness of the existing HR practices and procedures in the region.
  • Provide guidance on the application of HR policies and practices.
  • Analyze and provide HR reports as requested by the Regional Director or Delegate.
  • Coordinate implementation of other HR initiatives and operations including performance management, learning and development, and staff well-being, among others as needs arise.
  • Providing training and awareness raising to MENA staff on HR rules and regulations, learning and development, staff well-being initiatives, and others related to HR
  • Provide regular updates and feedback to the OHR to ensure consistent service improvement.
  • Serve as the lead custodian for organizing, processing, recording, controlling, and archiving relevant MENA recruitment documents, including but not limited to approval memos, contracts, log frames, and administrative documents for reporting/audit.
  • Collaborate with the MENA team on identified joint activities to ensure integrated delivery as ‘One GGGI’.
  • Meet deadlines and ensure timely and quality final preparation of HR tasks compliant with instructions while reflecting GGGI’s values.
  • Other duties assigned by the MENA Regional Director or Delegates.

REQUIREMENTS

QUALIFICATIONS

  • A Minimum of a Bachelor’s degree in human resources, psychology, or other relevant areas. A Master’s degree or a post-graduate qualification in a relevant field would be considered an advantage.
  • Preferably at least 5 years of relevant experience in human resources or related service areas.
  • Fluency in written and spoken English is a must; knowledge of another relevant language (especially Arabic) is an asset.
  • Good writing and editing skills.
  • Experience working in a high-paced environment.
  • Strong organizational skills that demonstrate a high level of accuracy and attention to detail.
  • High level of proficiency in MS Office applications.
  • Outstanding interpersonal and communication skills.
  • Solid hands-on expertise in Microsoft Office, and Excel is a must as well as utilizing experience of HR and/or Enterprise Resource Planning software.

WORKING CONDITIONS

The preferred location for this position is Abu Dhabi, UAE. Alternatively, candidates may be based in Amman, Jordan, or Doha, Qatar. The base salary is determined by the candidate’s experience, academic qualifications, and internal equity. It varies by duty station, reflecting differences in each country’s salary scales, and the offer will be adjusted depending on the preferred duty station mentioned. For the X6 level, the salary range is as follows:

  • UAE: USD 56,785 to USD 85,178
  • Qatar: USD 54,809 to USD 73,078.
  • Jordan: USD 30,031 to USD 41,872

GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
