Title of the Assignment: Human Resources Consultant/Project Manager (Talent Management and Mobility)

Name of unit/sector: Employee Experience Unit, Talent Management Service, Human Resources Management Department (HRMD)

Place of Assignment: Home-based assignment, with occasional commute to WIPO Headquarters, Geneva

Expected duration of assignment: Variable, no specified start date

1. Background and Objective

The Employee Experience Unit of the Talent Management Service, Human Resources Management Department (HRMD) functions as a problem solving area that integrates and executes all HR disciplines, interconnecting projects in an agile and unified manner. It is at the heart of HRMD, providing specialist expertise, creating, and upgrading HR-related policies and practices.

A key project the Unit is working on is a Talent Mobility Framework. The aim is to encourage WIPO staff to consider internal job opportunities more proactively, while also enabling managers to source internal talent for assignments with greater facility and encourage development opportunities more broadly. The project also encompasses the launch of a Talent Marketplace tool at the end of2023/early 2024, so that the said staff movements will happen seamlessly using a single platform.

The project is still at the initial phase and the Unit is looking for a consultant/Project Manager who can help advance the design, decision-making, and rollout. S/he is expected to serve as the Project Manager and provide technical input as to the best combination of measures to promote internal mobility in WIPO, and strengthen HRMD’s argument as to why mobility is important for the organization. S/he will also be heavily involved in the stakeholder management, awareness raising and capacity building processes towards the rollout of the project.

Lastly, depending on her/his skills and experience, s/he may also support other ongoing and upcoming projects in the Talent Management Service/Employee Experience Unit.

2. Expected Deliverables

(a) Provide hands-on project management for the project, ensuring adherence to project-cycle management principles including proactively managing and mitigating risk and dependences with key stakeholders, provision of clear documentation that supports project milestones, capture key business decisions and sign of from stakeholders.

(b) Research and provide input on the best Talent Mobility practices in various organizations including the public, private, and international sectors. Conduct benchmark exercises for comparison as necessary.

(c) Prepare the first draft of position papers, presentations, briefing materials and other written outputs as requested by the supervisor.

(d) Assist with the extraction of a range of internal staff data related to internal mobility, and present the data in a clear and articulate manner.

(e) Support the Project Lead in representing HRMD in stakeholder meetings to ensure a smooth and consultative decision-making process.

(f) Support the Project Lead as necessary in the procurement process to select the service provider for the Talent Marketplace tool and its implementation in WIPO.

(g) Facilitate awareness raising and capacity building sessions for WIPO staff/employees, once the decision on the Framework is made, for the implementation of Internal Mobility. Prepare background documents as necessary and identify the best facilitation approach to ensure the engagement of WIPO staff/employees.

Referring to the above, the selected candidate is to complete: (i) design and approval of the Talent Mobility Framework in WIPO by end 2023, by which s/he will also take the necessary steps to launch the Talent Marketplace tool. S/he will also ensure, by end June 2024, that the new Talent Mobility Framework is well understood across WIPO and its implementation is executed in a smooth manner, including the leveraging of the Talent Marketplace tool.

3. Reporting

The selected candidate will report to the Talent Acquisition and Development Manager who is also the project leader of the Talent Mobility Framework project.

4. Ideal Candidate’s Profile 

Education:

• Advanced university degree in human resources management, public or business administration, law, social sciences or related field is required.  A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

• Minimum of seven years of relevant professional HR experience in talent management is required, including experience designing and implementing a talent mobility framework in an organization comparable to WIPO. Experience in other talent management projects is desirable.

Language:

• Excellent written and spoken knowledge of English is required. Good knowledge of French is an advantage.

Competencies:

• Understanding of the WIPO business model is an advantage.
• Proven ability to familiarize themselves quickly with WIPO staff regulations and rules and policies (including the HR Manual) is required.
• Prior experience using the same or similar ERPs used in WIPO (PeopleSoft and Taleo) is required.
• Ability to independently analyse staffing data to provide a basis for discussion. Strong quantitative skills are an advantage.
• Prior experience in project management is required. Certification in project management such as Prince2 is an advantage.

5. Duration of contract and payment

Applicants are requested to provide an indication of their remuneration expectations in Swiss francs (daily rate).  Only applicants who have indicated a daily rate will be considered.

ICS contractors fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules.  The contractor has no entitlement to vacation of sick leave or to medical insurance of staff pension.
