THE ROLE
Under the overall supervision and guidance of the International Human Resources Officer and in collaboration with the country office leadership and the HR team, the national Human Resources Officer will:
ACCOUNTABILITIES/RESPONSIBILITIES:
Key Responsibilities
- Oversee talent selection, acquisition and deployment for national staff in the country office, as well as the general HR operations workstream.
- Maintain up-to-date recruitment progress reports, talent database and all related staffing communication.
- Act to strengthen organizational integrity by ensuring candidates are taken through established integrity infrastructure comprising academic and other background checks, and general compliance to rules.
- Lead the national staff payroll process ensuring accuracy of payroll data and timeliness of submission to stakeholders along the pipeline. Contribute to continuous improvement of the HR Processes to optimize operational efficiencies.
- Support the Country Office workforce planning, and actively contribute to providing direction in the workforce structure of the country office including during staffing structure review processes.
- Take accountability for accurate and up to date HR information in the HRIS(Workday) and oversee regular update and data cleaning.
- Leverage knowledge of best practice and capabilities of internal and external recruiters to manage the acquisition of diverse talent.
- Provide guidance, oversight and supervision to junior colleagues in the HR team.
- Respond to queries from managers and staff, understanding their concerns and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
- Support and deliver onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.
- Provide support in building talent within WFP, working with managers to understand their needs and organizing solutions to recruit, retain and develop a high caliber workforce to deliver the business strategy.
- Support for organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places to improve efficiency.
- Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities.
- Conduct straight forward data analysis under close guidance of a senior HR Officer, to support others on projects or contribute to process efficiencies and improvements.
QUALIFICATIONS AND EXPERIENCE
Education: Masters degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with 2 additional years of related work experience or trainings/courses.
Experience: Five (5) or more years of professional experience in Human Resources with an interest in international humanitarian development.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Has responded to standard, ad-hoc HR enquiries
- Has provided coaching or training to new staff members within area of expertise
- Has gained experience providing administrative and systems support across multiple activities in employment life cycle including: recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment.
Language: Fluency in both oral and written English.

You have:
- Knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.
- Ability to support more junior and/or less experienced members of the team.
- Basic analytical ability to compile, maintain and analyse data, prepare reports and draw initial conclusions in support of work carried out by another officer; skills in developing sources for data collection.
- Good communication skills required to give and receive information and work with a variety of individuals.
- Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
