Fixed-term for two years (first year is probationary) with the possibility of further extension, subject to satisfactory performance
Salary Information
US$ 64,121 net per annum, plus post adjustment (currently US$ 46,039). Salary is free of income tax in the United Kingdom
Purpose
Under the overall supervision of Head, Human Resources Services, and the direct supervision of the Senior HR Officer (Entitlements and Information Management), the incumbent will coordinate and supervise all matters related to payroll, entitlements, benefits, social security and information management
Duties and Responsibilities
Key projects:• Contribute to the review and revision of the IMO SRSR, associated appendices, circulars and issuances in alignment with the UN common system.Payroll and Entitlements• Serve as the first check reviewer for the administration of entitlements and benefits, ensuring timely and accurate entries.• Administer and provide advice on salary and related benefits, travel, and entitlements.• Monitor and coordinate efficient and effective administration of staff members’ entitlements.• Monitor the performance of the ERP (currently SAP) HR system and evaluate and test system errors.• Manage the separation process for staff members, including verification and accurate audit of staff files for final payments.• Monitor of long-term sick leave entitlements.• Ensure updates of all staff HR documentation and information on IMO intranet.• Responsible for accurate and timely responses to staff entitlement queries.Salaries, Compensation and Classification• Serve as the focal point for classification of posts, associated assignment of staff and structure.• Coordinate all aspects of salary surveys, acts as Secretary of the Local salary survey committee.• Coordinate all activities related to General Service salary surveys, place to place survey, daily subsistence allowance (DSA) surveys, housing survey, etc.Pension and Insurance• Support the Secretary to the Advisory Board on Compensation Claims (ABCC) and the Staff Pension Committee in the capacity of Deputy.• Administer staff participation in the United Nations Joint Staff Pension Fund (UNJSPF).• Liaise with insurance providers on monitoring and administration of insurance provisions.• Contract management: Monitor and manage the third-party vendor contracts.General management and information• Conduct onboarding of newly recruited staff members.• Draft documents for consideration by stakeholders including senior management and governing bodies.• Prepare calculations, reports and data analysis as required.• Conduct information sharing sessions on entitlement related topics with all staff.• Maintain staff files and records.• Contribute to all initiatives, projects, and activities of Human Resources Services • Perform other duties, as may be required

Experience
A minimum of five years of progressively responsible professional experience in payroll, entitlements and social security/pension coordination and management, or related area is essential. Experience in developing, reviewing and implementing HR policies, procedures and guidelines is essential. Experience within the UN common system or public sector in human resources, payroll and entitlements would be an asset
Education
An advanced university degree in human resources management, business/public administration or related field is essential
Language Skills
Proficiency in English (oral and written) is essential. Knowledge of another UN official language would be an asset
Others
Experience with data management/analysis and ERP systems is essential. Experience in job classification, conducting salary surveys and pension/insurance management would be an asset
