JOB DETAIL

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.

POSITION PROFILE

Under the supervision of HR and Admin Team Leader, the HR Officer will work on all Human Resource responsibilities including but not least to maintenance of staff’s payroll, leave and attendance, HRIS (Dynamics), Insurance, HR MIS and different HR related reports. In addition, the position holder is also to manage staff employment contract and extension/separation and ensure all staff are fully aware of the compensation and benefits processes and information.

DUTIES & RESPONSIBILITIES

Key Area 1: Maintain staff information:

  • Maintain and make available all updated staff information for easy reference in Dynamics.
  • Provide information for reporting purposes.
  • Ensure that all files are made and stored properly and in an appropriate manner and audit guidelines.
  • Ensure the shadow files are prepared and kept in the office for Audits.
  • Coordinate internal and external audits.
  • Update the employees’ contract information in Dynamics.

Key Area 2: Maintain staff Payroll

  • Prepare, update, and process the staff payrolls in close collaboration with the other departments, and ensure onward submission to the finance department for payment by 25th of each month.
  • Ensure that all relevant deductions are affected on the payroll monthly.
  • Ensure the correct tax calculation is followed as per Bangladesh Income Tax Ordinance and relevant tax rules.

Key Area 3: Staff Leave Management and Extension

  • Ensure all staffs’ leave are properly incorporated in the system and ensure periodic review of all staff’s leave information.
  • Ensure that all staff submit their leave plan and coordinate with line managers.
  • Timely follow-up with the line manager for the staffs’ contract extension and non-extension and ensure that staff receive their extension letter by 25th of every month in case of extension.

Key Area 4: Maintain Staff Insurance

  • Coordinate with the Insurance provider, negotiate the best benefits for the staff and ensure that all staffs received their best benefits.
  • Collection of all claim forms from staff and ensure disbursement on a weekly basis. Ensure proper disbursement of claim check.
  • Ensure all staff receive their insurance card within 30 days of joining.

Key Area 5: HR Dynamics

  • Regular follow up and update all staff related information and kept ready for reporting.
  • Ensure that the leave management system is effectively functioning, and staff are updating the leaves online.
  • Ensuring to deliver staff login info. Update employees’ profile on a regular basis.
  • Assist HR Team Leader in data cleaning process on a quarterly basis to ensure all data in Dynamics is updated and accurate.
  • Ensure for trouble shooting ticket have been raised.

Key Area 6: Rehire Status record keeping

  • Maintain the staff rehire status data and ensure this meets DRC’s principles.
  • Response to request from recruitment team.

Key Area 7: Staff Exit Management

  • Ensure that all staff go through a proper exit process using including, handover notes, completing the clearance form, completing the online exit interview form, and the exiting debrief with the line manager and update the HR & Admin Manager on all exiting staff for monthly payroll updating.
  • Ensure separated files are updated (resignation letter, clearance form, performance appraisal).

Key Area 8: Reporting, Documentation and Filling

  • Develop a dashboard report on a monthly basis.
  • Develop HRMIS report and submit it to the HR Team Leader on monthly basis.
  • Coordinate with the HR Team Leader to develop staff movement and update report for payroll updates.
  • Ensure maintenance of all staff personal filling are in DRC’s standard. Ensure regular update.

Key Area 9: Other Administrative Functions

  • Ensure all staff have a copy of the HR policy handbook.
  • Issuance of HR letters and ensures compliance.

Safety

  • Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh, at risk.

SKILLS AND EXPERIENCES

  • Minimum 2-3 years of experience in Compensation and benefits include personnel file management, leave and payroll management, HR data analysis.
  • Excellent knowledge in income tax calculations and Bangladesh Labor Act, 2006 and subsequent amendments.
  • Good command in MS Word, MS Excel, MS PowerPoint.
  • Excellent communication and negotiation skill.
  • Strong Analytical skills.

EDUCATIONAL QUALIFICATIONS

  • Master’s degree/MBA in HR, Business Administration, Public Administration, or related.
  • PGD in HRM is an added advantage for this position.

LANGUAGES

  • English (Fluent in writing and speaking)
  • Bengali (Fluent in writing and speaking)
