Location: Yangon

Reporting to: Human Resources and Administration Manager

Supervised by: HR Coordinator

Direct reports: No direct reports, but supervises Human Resources Assistant

Overall purpose of the role:

To participate in all the stages of recruitment processes with the aim to attract the best qualified professionals in compliance with DRC’s guidelines and procedures. The HR Officer will also support HR Coordinator and HR Manager in developing our staff capacity. He/she will mainly focus on organizing briefings, inductions, and formal trainings.

Geographic scope: Country (Myanmar)

This role will provide support for both the coordination and field offices on national staff recruitment processes

Responsibilities:

Recruitment and Selection

  • Ensure that all recruitments have been approved by the authorized person before the announcement/advertisement is made.
  • Responsible for posting of the advertisement using the correct format at the relevant websites
  • Depending on the Country SOP and the level of the position, the HR officer will proceed with the longlisting of the candidates, technical test, organize interviews and sit on those interviews, reference check, draft job offer for HR Manager to validation.
  • The HR officer will make sure the HR Talent Manager Recruiter system is up to date and the rejected candidates have received a communication from us
  • Upon completion of the recruitment process, the HR Officer will prepare the required documentation and file it accordingly to the internal procedure
  • Responsible to make sure all new staff have understood and signed the employment contract, Code of Conduct, and other HR related forms and filing those documents systemically in their personal files.
  • Responsible to deal and provide HR recruitment and development related data/information when necessary for auditing purpose.
  • Perform role of HR heavy User in DRC dynamics system(ERP), including hire, terminate and extension of employees’ contracts, checking leave requests and approvals, benefits and compensation.

Staff Wellbeing and Development

  • Make sure the Line Manager has prepared everything regarding the required equipment for the new staff: computer, desk, email addresses, ID cards etc.
  • In liaison with other departments, arrange for onboarding for all newly recruited staff in their first week as per set guidelines.
  • Under the supervision of the HR Coordinator, the HR Officer will provide support in mapping staff training and developments from the concluded annual performance appraisals
  • Update relevant Line Managers about Probationary and Annual staff performance reviews’ dates.
  • Act as the focal point for all trainers/facilitators and training/workshop needs.
  • Ensure that all staff go through a proper HR exit process; completing the clearance form, completing the online exit interview form, and the exiting debrief with the line manager.
  • Responsibility to update the Payroll HR Officer on all new joiners/ leavers staff for payroll updating.
  • Organize awareness sessions on Health and Life insurance coverage whenever necessary
  • Coordinate between staff and the insurance service provider for different issues on expense claiming process.

* Any other duties relating to the nature of job as requested by Manager.

Experience and technical competencies:

  • Minimum 2 years of relevant experience in Human Resources management, administration, change management, and/or organizational development
  • (I)NGO experience is preferred
  • Excellent skill in MS Word, Excel and PowerPoint
  • Experience using an online system for recruitments
  • Advanced English proficiency

Education:

  • Mandatory: Bachelor degree level education
  • Desirable: Human Resource Management, Business, or Social Science Degree specializing in Human Resources
