The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $90+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber, and commodities. These positions are located in the HR Unit of the Business Support Section (BSS), which provides administrative support services to Pension Administration and the Office of Investment Management of the United Nations Joint Staff Pension Fund. The incumbents will report to the HR Lead for OIM within BSS.
Responsibilities
Within delegated authority, the Human Resources Officers will be responsible for the following duties: Onboarding and Administration • Coordinates the onboarding of selected candidates, including offer management, travel, visa, reference verification, medical, induction etc. • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules. • Administers and provides advice on salary and related benefits, travel, and social security entitlements. • Determines and recommends benefits and entitlements for staff on the basis of contractual status. • Reviews policies and procedures and recommends changes as required. • Coordinates the onboarding of consultants and individual contractors. Recruitment and placement • Identifies upcoming staff and non-staff (consultants, individual contractors and interns) vacancies in coordination with client offices. • Prepares classification cases, vacancy announcements, and reviews applications. • Coordinates written tests, technical interviews, video interviews and competency-based interviews for hiring managers. • Reviews recommendation on the selection of candidate by client offices. • Serves as ex-officio in appointment and promotion bodies, examinations boards, and prepares and presents cases to these bodies. • Monitors and evaluates recruitment and placement related activities of client offices, and recommends changes or corrections related to procedures to these offices. Other duties • Provides advice and support to managers and staff on human resources related matters. • Prepares special reports and participates and/or leads special human resources project. • Keeps abreast of developments in various areas of human resources. • Serves as a backup for other HR Officers. • Supervises and monitors the work Human Resources staff in carrying out all human resources administrative transactions related to onboarding and administration. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in human resources management or administration is required At least 3 years’ experience in the application of UN common system HR rules and regulations is required. Experience with the recruitment, including the recruiter role in Inspira, is desirable. Experience with onboarding and administration, including HR Partner role in Umoja, is desirable. Experience in an Executive Office, or equivalent administrative support entity, is desirable. Proficiency in data visualization tools to identify trends or patterns and provide insights through graphs, charts, tables and reports is desirable.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is an advantage.
