CONTEXTE DE TRAVAIL :
1- Since the beginning of the war, HI has set up a two-country program covering Ukraine and Moldova. Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are the following:
• Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population.
• Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response.
• Armed Violence Reduction: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict.
• Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI is providing hygiene and non-food item kits, with an approach various modalities of intervention including in-kind and/or cash-based transfers.
• Humanitarian-to-humanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI proposes mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”.
2- HI Ukraine Program:
Volume: 8-10M€/year – 270 staff
Donors: ECHO, BHA, CDC, GmFA, GAC, UHF, EHRC
Partners: Ministries of Health, Social Affairs and Reintegration of the Temporarily Occupied Territories. Local organizations, hospitals, collective centers.
Ukraine’s Program is still young, so the main challenge is to structure the program and increase our capacity to implement activities all over the country with a priority to the East part of Ukraine which is the most affected by the conflict.
3- The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open and life continues as normal. There is a strict curfew, the hours depend on the region. There have been a few ballistic missile and drone attacks since the beginning of the war on the airport, military and logistical facilities on the outskirts, as well as a few hits on the city centers against administrative and logistical buildings. More recently, the majority of attacks have targeted energy structures, mainly power grid and power plants, which reduces the supply of electricity, water, heating system, and communication networks.
HI has 2 hubs, one in the East (based in Dnipro) and one in the West and the coordination is in Kyiv. We have activities in other cities like Lviv, Kharkiv, Poltava, Mikolaw. HI staff is accommodated in guesthouses or in a hotel (depending on the location), usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or very easy to reach).
Movements between sites can be made by car (Hi drivers) or by train, depending of the region and time
DESCRIPTION DE POSTE :
Reporting to the Programme/Country Director, the Regional/Standalone Human Resources Manager
defines and rolls out the HR component of the Programme’s STRATOP in his/her geographical area.
S/he is the preferred contact for HR operations centres at Headquarters.
S/he ensures that HR activities are consistent with his/her budgetary framework and with HI’s HR
frameworks. S/he actively analyses changes in context so as to identify the risks and opportunities in
his/her scope of responsibility.

Mission 2: Designs the HR part of the STRATOP and Oversees its associated action plan:
? Drafts, revises and implements the HR part of the Programme’s operational strategy (STRATOP) in compliance with
HI’s policies and mandate.
? Translates the HR strategy into action plans for the Programme as a whole.
? Advises the Regional/Country Director during major reorganisations of the Programme’s human resources
? Produces, compiles and analyses standard HR indicators for the Programme’s dashboard; where necessary, creates HRspecific KPI.
? Is responsible for evaluating, mitigating and dealing with the budgetary, security and social effects of HI-related risks.
? Represents HI externally with regard to HR aspects and develops the local partnerships required for the development of
his/her scope of responsibility.
Mission 3: Rolls out Standards, contributes to HI’s Expertise and Accountability in his/her scope of responsibility:
? Is responsible for the deployment and monitoring of the quality of all HI’s HR policies, processes and tools in his/her
Programme. Is responsible for drafting, updating and enforcing the Programme’s HR framework documents (Specific
Terms and Conditions of Engagement [CSE] for International Staff, Terms and Conditions of Engagement / Terms and
Conditions of Employment for National Staff, Internal Regulations, disciplinary framework etc.).
? Assists and supervises his/her team with the adaptation and contextualisation of HR frameworks
? Is responsible for the legal and regulatory monitoring of the entire
? Is responsible for the quality and observance of the programme’s auditing, internal control and archiving procedures
Mission 4: Operational implementation of HR
4.1: Oversees the dimensioning and quality of Programme resources:
? Supports members of the Executive Team with the organisation of communication and decision-making channels to
build team organisation charts and adapt HR needs: team staffing, profiles, workforce etc.

? In conjunction with the Finance Manager draws up the HR budget for project proposals, and coordinates the budgetary
management of the staff wage bill, projects and the programme.
? Is responsible for the programme’s remuneration and social benefits system (policy, processes, tools); monitors
contextual factors that influence remuneration.
? Monitors employer diversity policies: Disability (BeHInclusive), Gender, Age.
? Oversees advice for the HR part of local partnerships: evaluation, support/training, legal obligations, contract review.
? Manages and ensures the quality of the Programme’s recruitment policy and is responsible for the sourcing process
? Coordinates the HR reporting schedule in place on the Programme and in accordance with HI’s global HR deadlines.
4.2: Oversees the Programme’s Career Management and Skills Development systems:
? Is responsible for the quality and implementation of the Programme’s HR cycle including the career-management and
mobility policy
? Facilitates, coordinates and ensures the implementation of the skills-development strategy for the Programme as a
whole
4.3: Coordinates and guarantees the quality of the Programme’s administrative management for all members of staff.
? Represents HI at public administrative bodies
? Establishes and monitors the contractual system for the Programme’s national staff. Is responsible for the
implementation and quality of the Programme’s physical and mental health policy in line with HI standards.
? Is responsible for the quality and compliance of the payroll process for the Programme’s National Staff
? Is responsible for the archiving process for HR documents
? Is responsible for implementing the movement policy for International Staff (R&R, visas etc.)
4.4: Assists managers on his/her Programme with the implementation of HI’s HR policies:
? Ensures or participates in the communication of HI policies and frameworks to managers: explains, clarifies, answers
questions
? Is responsible for monitoring the correct application and compliance of HR frameworks and policies by managers
? Ensures the deployment of Manager 2.0 policies and tools on the programme
4.5: Legal and social aspects: is responsible for maintaining the social environment and ensuring the Programme’s compliance
with the legal HR framework.
? Is responsible for the existence, legal compliance and implementation of a staff-representative system within the
Programme and represents HI on these bodies
? Is responsible for informing staff on the Programme
? Ensures that contracts with local legal advisors specialising in employment law are in place.
? Oversees the management of disputes with HI staff or third parties.
4.6: Supports the Country/Regional Manager with the deployment of the HR part of the Code of Conduct and the PSEA, the
Fraud and Corruption Policy and other institutional policies
Mission 5: Emergency preparedness and response
Oversees emergency preparedness actions in his/her department and, in the event of an emergency, reorganises the priorities of
his/her team in accordance with the humanitarian imperative, in order to ensure a rapid and effective response by HI
PROFIL ATTENDU :
• You have training in Administration, Human Resources Management or similar fields,
• You have at least 3 years in a Manager/Coordinator position in HR,
• You have a confirmed experience in team management,
• You are capable of representing HI’s legal and HR framework,
• You are capable of leading change,
• You are solutions-oriented, flexible and able to manage stress and to work in multicultural and multi-disciplinary team,
• You speak English.
