Organization Setting and Reporting
The position is part of the African Union Compliance & Accountability Framework Project in the Peace Supports Operations Division (PSOD) and is located in the civilian component of the Multinational Joint Task Force on Boko Haram (MNJTF) in N’djamena, Chad. The position falls within the overall functions of the PSOD to plan, launch, direct, manage, sustain and liquidate Peace Support Operations (PSOs) mandated by the Peace and Security Council of the AU (Council) – as well as to provide strategic support to authorized PSOs.
Responsibilities
Under the supervision of the Head of the civilian component of the MNJTF and the Compliance Coordinator in the PSOD,, the Human Rights Officer will assist in the promotion, training and protection of human rights In the Multinational Joint Task Against Boko Haram (MNJTF) and will act as the human rights liaison between the MNJTF Headquarters and the AU Headquarters. Sitting In the MNJTF Headquarters in N’djamena, Chad , the post holder will work with their counterparts in the mission area to monitor, report and advise on human rights issues and coordinate with relevant partners and stakeholders on these matters. The personnel will also perform the following main duties:
- Support the promotion and respect for human rights in the operations of the MNJTF.
- Provide relevant human rights and compliance reports on the activities of the MNJTF
components.
- Provide regular reports to the compliance coordinator at the PSOD in Addis Ababa as part of the AUCF report for consideration by the AU Peace and Security Council (PSC) and the Specialized Technical Committee on Defence, Safety and Security on the enhancement and operationalization of the AU compliance framework for PSOs as may be required.
- Coordinate with the MNJTF Strategic Support Cell (SSC) in the AU HQ and in line with the provisions of the Memorandum of Understanding (MoU) between the African Union and the Lake Chad Basin Commission (LCBC), to provide human rights related reports on the activities of the MNJTF in support of the advocacy engagements of the AU with International and regional partners for additional supports to the MNJTF.
- Ensure the liaison, coordination and follow up of activities with the national human rights Institutions and focal points.
- Respond to requests for information from partners relating to the human rights situation in the MNJTF areas of operations.
- Raise awareness and promote specialized knowledge about human rights situation in the MNJTF areas of operations.
- Assist in the delivery of in-mission human rights training to relevant sections and personnel of MNJTF.
- Perform any other duties as directed by the Compliance Coordinator.

Required Skills and Experience
- Education:
- A first level University degree in Law, Social Science, or other related fields.
- Advanced University degree in Law, Social Science, or other related fields with a relevant combination of academic qualifications and
experience may be accepted in lieu of the advanced university degree.
- Work Experience:
- At least 5 years progressive work experience in a related field with Government, NGO, think tank, private sector or similar multilateral, regional or international institution. This experience should include writing and reporting on human rights and compliance issues, human rights promotion, monitoring as well as advocacy.
- Languages:
- Proficiency in English and French is a must.
- Knowledge of a third or all of the other AU working languages ( Arabic, Portuguese and Spanish) would be an added advantage.
Tenure of Appointment
The appointment shall be for an Initial period of one (1) year, the first three (3) months of which shall be on probation. It shall be renewable subject to performance and availability of funds.
Remuneration
The salary attached to the position is at P2 Step 5 inclusive of all allowances for internationally recruited staff.
