We are looking for a national ICLA Digital Transformation Coordinator who will contribute to transform the way ICLA provides its services, through the development and deployment of digital solutions. The ICLA Digital Transformation Coordinator will be responsible for coordinating the ICLA digital team, support the design, piloting and roll out of digital solutions (in particular the Kobli platform) and ensuring that feedback and learning from the field teams are taken into consideration in the development of digital initiatives.
Background
The ICLA – Information, Counselling and Legal Assistance programme delivers legal aid in Ukraine to internally displaced and conflict-affected persons on legal identity, IDP registration, housing, land and property (HLP), employment law and procedures and access to essential services. Capacity building initiatives with key stakeholders are also implemented to strengthen the institutional response on legal protection.
NRC ICLA has embarked on a digital transformation journey where information and communication technology play an increasingly important role in the provision of legal services to project participants. In June 2023, NRC ICLA launched Kobli in Ukraine, a digital platform that includes a content management component, for the delivery of updated and timely information on legal protection issues, a user portal and a legal case management system.
What you will do:
- Oversee the ICLA Ukraine Digital transformation initiatives
- Line management of the Digital transformation team
- Lead the implementation of Kobli, the ICLA digital platform pilot and its further development and roll out.
- Engage with relevant NRC staff at national and field level in the project to ensure participation and continuous feedback
- Coordinate legal content management development and publication for the digital platform
- Coordinate the development and roll out of the user portal and the legal case management component with field teams
- Share experience and lessons learned with other country offices in collaboration with Global ICLA Digital Manager.
- Ensure compliance with and adherence to NRC policies and procedures, especially in relation to data protection
- Contribute to the identification of possible collaboration opportunities with other actors (humanitarian, private sector, academia, donors), representing NRC in relevant forums and leading promotion initiatives linked to the project.
- Provide regular progress reports to the line manager and related senior management
- Coordinate training opportunities for ICLA staff and beneficiaries in use of the digital tools.
- Build adequate technical capacity for a sustainable use of digital modalities for legal services provision
- Oversee social media campaigns for Kobli advertisement
- Support NRC in monitoring and evaluating the use of digital modalities.
- Coordinate activities closely with the Global ICLA Digital Project Manager to report on progress and ensure alignment of strategies.

What you will bring:
- Bachelor’s degree in social sciences, information technology, computer science, marketing or any other related field
- Minimum 3 years of relevant experience in a similar position
- Fluency in written and spoken English and Ukrainian
- Interest in humanitarian work, IDPs contexts and legal programmes
- Previous experience in digital transformation and innovation is an asset
- Digital communication and copy writing
- Previous experience in working in complex and volatile contexts
- Knowledge of cloud and SaaS solutions, particularly CRM’s such as Salesforce and MS Dynamics.
- Understanding and experience in conducting and applying human-centered design processes, using Design Thinking methodologies for the strategic development of solutions, working in collaboration with teams, relevant entities and beneficiaries.

- Contract duration: Employment contract – till 31 Dec 2024 with the possibility of extension subject to funding availability and satisfactory performance
