Background

The Norwegian Refugee Council (NRC) provides a wide range of assistance in the following sectors: Education; Information, Counselling and Legal Assistance (ICLA); Cash and Livelihoods; Camp Management and Urban Displacement; Shelter and Settlements; WASH and Multi-Purpose Cash Assistance. The combination of NRC’s diverse programming portfolio and geographic presence, including in hard-to-reach areas, facilitates integrated access to basic services and fundamental rights for displacement-affected people.

The ICLA programme in Iraq is focused on the provision of information, counselling and legal assistance services on civil documentation, legal residency, housing, land and property and employment rights, capacity building for relevant stakeholders and advocacy actions on legal protection.

ICLA Iraq will be implementing new digital modalities to provide relevant, accurate and timely legal services and enhance interaction with project participants. The digital solutions initiative is a global ambition of NRC in a bid to “become a leader in using data and technology to deliver better results.”

Role and Responsibilities:

The ICLA Digital Coordinator will be the focal point for the design and operationalization of Kobli at the local level.  They will liaise with the HO/Regional Digital ICLA staff, oversee social media campaigns to promote the availability of Kobli, maintain the website, ensure that information materials are translated into local languages and ensure that content is uploaded to the site and is up to date.

Generic responsibilities

  1. Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies,
  2. Contribute to ICLA strategy development, project proposals and provide input on needs and gaps,
  3. Manage and implement delegated portfolio of ICLA projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality,
  4. Provide regular progress reports to PM,
  5. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist,
  6. Promote and share ideas for improvement and necessary changes in the activities,
  7. Ensure capacity building of project staff and transfer key skills.,
  8. Liaise and collaborate with relevant local authorities and other key stakeholders,
  9. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities:

  1. Lead the implementation of the ICLA digital platform and any other digital transformation initiatives,
  2. Support ICLA Specialist in collaboration with the ICLA Global Digital PM, and ICLA Digital Regional Coordinator to develop and execute ICLA’s vision and strategy for digital transformation,
  3. Coordinate legal content development and publication for the digital platform,
  4. Engage with relevant NRC staff at national and field level in the project to ensure participation, compliance with and adherence to NRC policies and procedures, and continuous feedback,
  5. Capture and document learning related to the digital transformation initiative in collaboration with field staff, other country offices, the regional and the Global ICLA digital team,
  6. Provide regular progress reports to the line manager and related senior management,
  7. Share experience and lessons learned with other country offices in collaboration with the regional and Global ICLA digital teams,
  8. Contribute to the identification of possible collaboration opportunities with other actors, including humanitarian, private sector, academia, and donors.
  9. Maintain the website and ensure that content is uploaded to the site and is up to date,
  10. Ensure that information materials are translated into local languages,
  11. Oversee social media campaigns to promote the availability of Kobli,
  12. Coordinate training opportunities for ICLA staff and project participants and build adequate technical capacity for a sustainable use of digital modalities for legal services provision,

  • Documented results related to the position’s responsibilities,
  • Knowledge about own leadership skills/profile.

Context related skills, knowledge and experience

  • Bachelor’s degree in social sciences, law, and related field,
  • Minimum 3 years of relevant experience in a similar position,
  • Fluency in both Arabic and English and excellent drafting skills in English and Arabic,
  • Previous experience in digital transformation and innovation is an asset.

3. Performance Management

Contract Duration: until 31st December 2023 – renewable based on funding and performance

Salary: G7/S1, According to NRC’s Iraq salary scale and terms and conditions.
