Travel:  20% domestic (between Benghazi, Ajdabiya, Derna, Sebha and surrounding areas) and/or occasionally to Tunis

Background

The Norwegian Refugee Council is an international, independent, humanitarian, non- governmental organization that provides assistance to refugees’ and internally displaced people in many countries worldwide including Libya. As a part of its assistance, NRC provides information, counselling and legal assistance (ICLA) services to empower beneficiaries and support them to claim and exercise their rights. NRC beneficiaries include: Refugees, internally displaced people, and members of hostcommunity.

NRC’s ICLA program seeks to establish and implement information management systems that will enable improvement of internal management, program/project performance and evidence- based decision making.Within this context.

Generic responsibilities (max 10)

  • Ensure adherence with NRC policies, tools, handbooks and guidelines.
  • Implement delegated Core Competency project portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Promote and share ideas for technical improvement.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities

Establishing, Maintaining and Implementing Information Management Systems 

  • Support and contribute to the development of a data management system through documentation, implementation, and coordination of standardized information flows.
  • Establish a good practice for mobile data capture form design, form building and remote support.
  • Respond to ICLA team requests for support on data capture implementation.
  • Contribute to the projects data collection, entry and management system through tablets and KOBO (or similar platforms) collect and documentation of the filing.
  • Maintain a library of forms for common project cycle data capture activities.
  • Support the design of IM SOPs.
  • Perform data collection methodology and apply M&E tools in actual data collection, as needed.
  • Report monitoring data in a timely manner.

Monitoring & Evaluation (M&E)

  • Support ICLA project Coordinator/ Manager and ICLA specialist in designing M&E tools,
  • Train the ICLA team on M&E tools,
  • Support the oversight of M&E of ICLA activities in the areas of operations.

Analysis, Reporting and Visualization 

  • Maintain output and outcome reporting systems and improve user experience and functionalities when required.
  • Support aggregation and analysis of data capture efforts by field teams for ICLA reporting.
  • Establish, Maintain, and improve Power BI visualization dashboards.

Capacity Building 

  • Capacity building and training implementation of ICLA staff on information management tools and processes.

Grants /Reporting

  • Support ICLA PC, PM and AM in NRC Project Cycle Management documents (I.e. Project review meeting)

Other tasks 

  • Any other reasonable task as instructed by immediate supervisor.

  • Experience in working in a humanitarian/recovery context.
  • Graduate degree in related field such as information systems management, computer science or any relevant field.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • A customer service client centered approach.
  • Experience with JavaScript programming language.
  • Ability to design purpose and context appropriate data capture tools and surveys.
  • Experience with qualitative and quantitative data collection and analysis.
  • Experience with information management techniques and developing information management systems.
  • Strong data interpretation skills, report writing, and data presentation.
  • Understanding of key privacy and information management ethical concerns and ability to manage information management activities within ethical guidelines.
  • Written and verbal fluency in English and Arabic.
    • Excellent communication and interpersonal skills.

Context/specific skills,knowledge and experience:

  • Knowledge of the NGO operations and the dynamicsof the humanitarian sector preferable.
  • Good training and presentation skills.
  • Ability to work collaboratively with other ICLA team members.
  • Experience in M&E
  • Experience in reporting
  • Knowledge of the overall context in Libya will be an asset.
  • Excellent English drafting skills, high standard of accuracy and attention to details
  • Strong analytical and numerical skills
  • Excellent computer skills especially MS Excel and Word.
  • Solid information, communications, and technology skills are an asset.
  • Ability to work independently in a result-oriented multi-tasking and multi-cultural environment.
